[Asia Economy Reporter Lim Cheol-young] From now on, any citizen will be able to send their administrative information required for administrative services directly to a third party upon request, without having to receive and submit it in paper form.
On the 7th, the Ministry of the Interior and Safety announced that the partial amendment to the Electronic Government Act containing this content will be promulgated on the 8th and implemented in December.
According to the amendment, the right to request administrative information provision in the public sector will be expanded. Previously, the Civil Petition Processing Act was amended (scheduled to be implemented in October) to allow data subjects to request administrative agencies to provide administrative information between agencies for civil petition processing. With this amendment to the Electronic Government Act, data subjects can now request the provision of administrative information to third parties, including the private sector.
Citizens will be relieved from the inconvenience of having to receive and submit documents throughout administrative tasks, and administrative agencies are expected to shift from manually reviewing submitted documents to directly processing the provided administrative information via computer, thereby handling administrative tasks more efficiently.
In the second half of the year, subordinate laws such as enforcement decrees will be revised to specify the distribution and utilization of public MyData, and 24 services that citizens can tangibly experience will be provided.
Additionally, administrative agencies will be able to purchase and utilize private services created by individuals, companies, or organizations instead of developing electronic government services directly, enabling citizens to conveniently receive government services through private services they use daily. Furthermore, legal grounds have been established to allow each agency to use private cloud computing services to efficiently manage information systems.
Minister Jeon Hae-cheol stated, “This amendment to the Electronic Government Act is significant as it establishes the legal basis for promoting public MyData, a core task of digital government innovation,” and added, “It is expected to transform administration into a demand-centered system by empowering citizens with information sovereignty and enabling administrative agencies to actively utilize private services.”
