Online Training on Biannual Inspections of Super High-Rise Buildings and Distribution of Disaster Management Operation Manuals

[Asia Economy Reporter Lim Cheol-young] On the 7th, the Seoul Metropolitan Government announced that it will conduct disaster management inspections for 201 sites in the first half of this year, including 24 supertall buildings and 177 underground-connected complex buildings.

As the city has the largest number of supertall and underground-connected complex buildings in the country, thorough preventive measures and prompt responses are crucial. Seoul conducts inspections twice a year, in the first and second halves.

This time, experts in fire and disaster prevention fields, along with public officials, will conduct joint inspections. They will check whether disaster prevention and damage mitigation plans have been established, whether a general disaster manager has been appointed or holds concurrent positions, the maintenance status of evacuation safety zones, and overall safety management, taking corrective actions for any deficiencies.

To this end, online training on inspection methods for supertall and underground-connected complex buildings will also be provided. This training aims to enhance inspection capabilities by covering key points to focus on during inspections and relevant laws and regulations online.

The training is designed for practitioners, including detailed methods and photos on how to verify whether disaster prevention and damage mitigation plans are properly prepared, and on-site inspection guidelines such as the installation and operation of evacuation safety zones.

Additionally, a 'Disaster Management Work Manual' for supertall and underground-connected complex buildings will be created and distributed to each autonomous district. It provides easy-to-understand guidance through relevant laws, practical Q&A, and specific examples.

Han Je-hyun, Director of the Seoul Safety Headquarters, said, "Since supertall and underground-connected complex buildings can lead to major accidents in case of disasters such as fires, prior prevention is important," adding, "We will strengthen safety management by proactively inspecting risk factors and addressing shortcomings."
