One Year Since Implementation of Mobile Electronic Traffic Violation Notices... 33% Reduction in Postal Delivery Costs

[Asia Economy Reporter Lim Cheol-young] The mobile electronic notification service for traffic violation fines, implemented by the Seoul Metropolitan Government since May last year, has improved payment convenience for citizens and significantly reduced costs.


According to Seoul City on the 16th, the budget required for producing and sending fine notices through the mobile electronic notification service for traffic violations decreased by 33.4% (1.41 billion KRW) compared to before. While sending by registered mail required a budget of 4.02 billion KRW, the sending cost over about one year after the service introduction (May 2020 to April 2021) dropped to 2.69 billion KRW.


The mobile electronic notification service for traffic violations sends fine notices, which were previously only sent by mail, to the mobile phones registered under the payee’s name. Anyone with a mobile phone in their own name can receive mobile electronic notifications without separately applying for the service.


In particular, by reducing the consumption of paper notices through the establishment of this service, it also contributes to practicing an eco-friendly administrative philosophy. The number of paper notice shipments during the one year after the service implementation decreased by approximately 38.4% compared to before the introduction.


Out of the total number of notices sent (1.61 million) over the past year, 990,000 were paper notices, meaning 620,000 notices were processed through mobile electronic notifications without paper notices. Additionally, the paper notice sending rate, which was 66.5% in May last year, continuously declined to 59.0% in April this year, a decrease of 7.5 percentage points.


Seoul City plans to expand the mobile electronic notification service for traffic violations starting in May this year to include notices for exclusive lane (bus and bicycle) violation reminders, and from June to include notices for parking violation reminders.


Baek Ho, Director of Urban Transportation, said, “Through the mobile electronic notification service for traffic violations, we have enhanced the convenience of paying fines for parking and exclusive lane violations for citizens and significantly reduced the cost of sending notices. We will strive to ensure that the ‘mobile electronic notification service for traffic violations,’ which improves citizen convenience while enhancing administrative efficiency, is well established.”
