Emphasizing Innovation, Communication, and Policy Transparency in the Inaugural Speech on the 14th

Minister of Land, Infrastructure and Transport Noh Hyung-wook: "Innovation and Communication with Haehyeon-gyeongjang and Gudongjoni Attitudes" Minister of Land, Infrastructure and Transport Noh Hyung-wook is delivering his inaugural speech at the inauguration ceremony held at the Government Sejong Complex in Sejong City on the 14th.


[Asia Economy Reporter Jo Gang-wook] Roh Hyun-wook, the newly appointed Minister of Land, Infrastructure and Transport, said on the 14th, "Let us innovate and communicate with the attitude of 'Haehyeon-gyeongjang (解弦更張)' and 'Gudong-joni (求同存異)."


In his inaugural speech, Minister Roh emphasized not only restoring public trust but also internal and external communication, as well as the transparency and objectivity of policies.


Regarding the current situation, he diagnosed, "The domestic and international policy conditions before us are extremely difficult, and especially due to rising housing prices and suspicions of speculation in the public sector, public distrust in the government has become very high."


Minister Roh urged, "With a sincere heart that the fate of our ministry is at stake, it is time to reflect on ourselves again," adding, "With the spirit of 'Haehyeon-gyeongjang (loosening and retightening the strings of a geumungo),' we must self-inspect and correct any looseness or negligence, renew the internal atmosphere, and furthermore, reestablish the public service discipline of subordinate organizations."


He also emphasized an 'open attitude' that listens to the voices of the people and 'communication' with local governments and related ministries.


In particular, Minister Roh mentioned, "While acknowledging differences with local governments and related ministries, we must communicate closely and cooperate so that we can pursue common goals together, following the principle of 'Gudong-joni (seeking common ground while preserving differences).” This is interpreted as a reference to the Seoul city government under Mayor Oh Se-hoon.


He also stressed the transparency and objectivity of policies. He said, "Trust can only be secured when government policies are decided transparently and many citizens can empathize with the results," and added, "Let us strive to make the process of deciding important policies as open as possible and properly diagnose current conditions based on objective indicators to prepare sound policies."


Among the Ministry of Land, Infrastructure and Transport’s tasks, he clearly prioritized housing stability.


Minister Roh stated, "The immediate issue of 'housing stability for the common people' must be pursued as the top priority," and diagnosed, "Since the announcement of the 2·4 measures, the housing market has shown a stable appearance, but there is great concern that housing price instability may reoccur recently."


He then mentioned, "To secure market trust, we must provide confidence that a sufficient supply of housing in urban areas will be steadily maintained," indicating his intention to steadily implement existing housing supply plans such as the 2·4 measures.


Minister Roh said, "Recently, 'resilience' as a corporate survival strategy has become important," and added, "We are now facing great crises and challenges both inside and outside the organization, but at times like this, if we all have firm will and a sense of responsibility to solve the issues before us and prepare for the future, we can turn crises into opportunities."
