Ministry of Science and ICT to Hold Public Hearing on Subordinate Legislation of the 'Research Industry Promotion Act' on the 17th

[Asia Economy Reporter Eunmo Koo] The Ministry of Science and ICT announced on the 6th that it will hold a public hearing on the subordinate statutes (enforcement decree and enforcement rules) of the "Research Industry Promotion Act" on the 17th.


Considering the COVID-19 situation, this public hearing will be conducted through an online live broadcast with six related panelists attending. Anyone interested in the research industry can access the online public hearing via the internet link or QR code and watch it in real time. They can also submit opinions through the chat window and receive responses from Ministry of Science and ICT officials and experts.


The public hearing will begin with opening remarks by Lee Sang-min, a member of the Democratic Party of Korea who originally proposed the Research Industry Promotion Act, and Kwon Seok-min, Director of Science and Technology Job Innovation at the Ministry of Science and ICT. Lawyer Choi Ji-seon from Law & Science will introduce the main contents of the enforcement decree and enforcement rules, followed by a panel discussion. The panel discussion will include experts from industry, academia, and research in various fields of the research industry, as well as government officials. After the panel discussion, panelists will respond to real-time questions from the audience.


The subordinate statutes specify delegated matters from the law, such as the registration of specialized research operators, performance evaluation of research equipment, and research industry promotion complexes. The Ministry of Science and ICT plans to reflect the opinions presented at this public hearing in the draft subordinate statutes, conduct a legislative notice within this month, and enforce the statutes in October.


Kwon Seok-min, Director of Science and Technology Job Innovation at the Ministry of Science and ICT, said, "Through this public hearing, we hope to hear various opinions from research industry companies and have meaningful discussions for the development of the research industry." He added, "We will actively reflect the matters discussed at the public hearing not only in preparing the subordinate statutes but also in establishing policies to foster the research industry ecosystem."
