Budget Savings Expected with AlimTalk Feature Addition
AlimTalk Transmission Failure to Be Replaced by Mobile Carrier SMS
[Asia Economy Reporter Lim Cheol-young] The 'mobile message service' sent to the public by central government ministries and local governments will add the KakaoTalk-based 'AlimTalk' feature.
On the 6th, the Ministry of the Interior and Safety announced that the National Information Resources Service Agency has built an integrated message management system that adds the AlimTalk sending function to the text message service to quickly respond to public demands and reduce budget costs, and will provide the service starting August this year.
In particular, the Kakao AlimTalk service sends existing text messages via KakaoTalk, and when based on long message service (LMS), the cost is more than 60% cheaper.
Last year, through the mobile message service provided by the National Information Resources Service Agency, a total of 538 million text messages were sent by 233 administrative agencies including central government ministries, local governments, and education offices.
The mobile message service is a mobile communication-based service built and operated by the National Information Resources Service Agency to make it easier and more convenient for administrative agencies to inform the public. It is used for civil complaint processing guidance, internal work processing, announcements, and information provision.
Based on last year's sent text messages, if 60% of long messages are converted to AlimTalk, an annual budget saving of 4 billion KRW is expected. Currently, the average cost of text messages is 17 KRW (short message service (SMS) 8.063 KRW, long message service (LMS) 26.763 KRW, multimedia message service (MMS) 49.863 KRW), while AlimTalk costs less than 5 KRW per message.
Additionally, the National Information Resources Service Agency plans to provide an alternative by sending text messages via mobile carriers if AlimTalk transmission fails for citizens who do not use smartphones or the KakaoTalk app. To prepare for app failures or mass text message sending, infrastructure management will be strengthened by securing backup lines, increasing communication speed, and establishing continuous monitoring, thereby dramatically improving stability.
The National Information Resources Service Agency plans to actively promote the expected budget savings and convenience of the AlimTalk message service transition to user agencies over the next three months to achieve early results.
Minister Jeon Hae-cheol said, "With the addition of AlimTalk to the mobile message service, it is expected that the public will be able to check various national policies more conveniently," and added, "We ask for active cooperation from user agencies such as central government ministries and local governments so that budget savings and stable services can be provided quickly."
