Kim Hee-geol, Chairman of Seoul Metropolitan Council, Hosts 'Collaborative Development Forum on Urban High-tech Logistics Complex'


[Asia Economy Reporter Park Jong-il] In the post-COVID-19 untact era, interest is growing in the ‘Urban High-tech Logistics Complex’ to respond to the surge in logistics volume such as parcel delivery and to reorganize outdated urban logistics distribution facilities.


Amid this, a forum hosted by the Seoul Metropolitan Council will be held.


This forum, aimed at promoting the establishment of the ‘Urban High-tech Logistics Complex,’ which will be an important industrial foundation for the future of Seoul, is organized by Kim Hee-geol, Chairperson of the Urban Planning and Management Committee of the Seoul Metropolitan Council (Democratic Party, Yangcheon 4), and will take place at 2 p.m. on the 30th in the 2nd Conference Room of the Seoul Metropolitan Council.


To prevent COVID-19 infection and spread in accordance with social distancing measures, the forum will be held without an audience. Seoul citizens can watch and participate through the YouTube channel ‘Seoul Metropolitan Council Forum and Public Hearing Live Broadcast Channel.’


The forum is designed to help understand the industrial and urban planning aspects of the Urban High-tech Logistics Complex, facilitate mutual understanding between the public and private sectors, and explore cooperative and desirable promotion plans for the complex, contributing to the development of Seoul’s urban high-tech logistics complex.


In particular, at a time when conflicts continue between the Seoul city government and private developers over the establishment of an urban high-tech logistics complex on the site of the former cargo terminal in Yangjae-dong, Seocho-gu, Seoul, which has recently become a hot topic, this forum provides a place to hear expert opinions and allow the parties involved to express their positions. It is expected to be a meaningful occasion to narrow the differences between the Seoul Metropolitan Council, the city government, and the project implementers and find feasible alternatives.


The forum will begin with an opening address by Chairperson Kim Hee-geol (Democratic Party, Yangcheon 4) and a congratulatory speech by Kim In-ho, Chairperson of the Seoul Metropolitan Council. Kwon Hyuk-gu, Head of the Global Logistics and Infrastructure Research Team at the Korea Transport Institute, will deliver a keynote presentation on topics such as ‘Changes in Seoul’s Logistics Environment and Policy Directions’ and ‘Development Process and Promotion Procedures of the Urban High-tech Logistics Complex.’


Following the presentation, a comprehensive discussion will be chaired by Kim Hee-geol (photo), Chairperson of the Seoul Metropolitan Council. Panelists include Kim Sang-il, Director of the Urban Information Office at the Seoul Institute; Professor Cheon Sang-hyun of the Department of Urban Engineering at Hongik University; Professor Ha Heon-gu of the Asia-Pacific Logistics Department at Inha University; Kim Ki-man, CEO of Harim Industry; Shim Jae-wook, Manager of the Facilities Planning Division at Seoul City; and Jo Young-chang, Manager of the Taxi Logistics Division at Seoul City.

Kim Ki-man, CEO of Harim Industry, as the project implementer, will present the concept, vision, and justification for the establishment of the Seoul Urban High-tech Logistics Complex.


Among the expert group, Professor Ha Heon-gu, a logistics policy expert, will diagnose Seoul’s logistics policies and review future tasks, including institutional improvements related to the government’s establishment of urban high-tech logistics complexes. Urban planning expert Kim Sang-il will address urban planning review tasks such as maintenance of surrounding roads and access points and connectivity with adjacent urban areas during the promotion of the urban high-tech logistics complex. Logistics development expert Professor Cheon Sang-hyun will propose strategies for the location and utilization of public contribution facilities capable of building regional industrial networks within the urban high-tech logistics complex.


Following this, relevant departments of Seoul City will present: Shim Jae-wook, Manager of the Facilities Planning Division of the Urban Planning Bureau, will discuss the need for institutional improvements to supplement promotion procedures appropriate to the development characteristics and scale of the urban high-tech logistics complex and to ensure that the public contribution amount is calculated at an appropriate level; Jo Young-chang, Manager of the Taxi Logistics Division of the Urban Transportation Office, will present the development direction of Seoul’s living logistics system based on the establishment of Seoul-type logistics infrastructure including the urban high-tech logistics complex.


Kim Hee-geol, Chairperson of the forum, emphasized that many citizens and experts agree on the necessity of developing the urban high-tech logistics complex in Seoul, which accounts for a large portion of domestic living logistics, to reduce logistics costs, create local jobs, and revitalize the distribution industry. He plans to lead the forum at the Seoul Metropolitan Council level to derive reasonable measures for the development of Seoul’s urban high-tech logistics complex to innovate Seoul’s logistics industry base environment and further enhance citizen convenience.
