[Asia Economy Reporter Kim Bong-ju] The victim's side has urged for severe punishment against a man in his 20s who was booked on charges of kidnapping a woman walking down the street, confining her in a motel for three days, illegally filming and sexually assaulting her, and stealing money.
On the 21st, a petition titled "Demanding severe punishment for a man in his 20s who kidnapped a woman in her 20s walking down the street, confined her in a motel for three days, and sexually assaulted her" was posted on the Blue House National Petition Board the day before. This petition gained over 80,000 supporters within a day of posting.
The petitioner, who introduced themselves as the victim's close younger sibling, opened up, saying, "On the night of the 10th, when the victim had briefly gone outside to get some fresh air, the perpetrator kidnapped the victim, who was in a secluded area, and took her to a motel in Suyu-dong, Gangbuk-gu, Seoul, where he bound her with tape and confined and sexually assaulted her for three days."
He claimed, "The perpetrator had gathered weapons in the wardrobe of the motel room in advance and deliberately targeted the victim in a secluded place to kidnap her to that motel room. This is clearly a premeditated crime."
The petitioner wrote, "The perpetrator repeatedly raped the victim and threatened her, saying, 'If you can't satisfy me within 30 minutes, I will kill you with this knife.' When the victim tearfully complied, he laughed, saying, 'There are 3 minutes left. That was close.'"
He continued, "To intimidate the victim, the perpetrator found out the victim's boyfriend's phone number and name, pretended to be talking to his acquaintance, and said, 'Cut off your boyfriend's fingers. Also cut off his toes and bring them to me,' further heightening the victim's fear."
The petitioner added, "When the victim's parents contacted her, the perpetrator meticulously mimicked the victim's tone, pretending she had run away from home, switched to speakerphone during the call with the parents, muted the phone while giving instructions, and made the victim speak as directed (while holding a weapon to her neck). He carefully and systematically evaded the investigation, dreaming of a perfect crime."
When the victim tearfully begged, saying, "Please let me go," "I want to see my mom," and "I will pretend I ran away and then came back," the perpetrator released her and fled by taxi.
The petitioner appealed, "Mr. Kim recited that he has several mental illnesses while kidnapping and holding the victim. This is a pretext to claim diminished responsibility due to mental illness and an impulsive crime when caught. Please severely punish the devil-like perpetrator who indiscriminately kidnapped, confined, and sexually assaulted my sister."
The perpetrator was arrested on the 17th following a police pursuit after the victim's report. It was reported that the victim suffered serious injuries, including a broken neck.
The police announced that they had detained Kim on charges including special rape the day before. Kim is accused of confining the victim in a motel in Suyu-dong, Gangbuk-gu, from the night of the 10th until around 10 a.m. on the 12th, repeatedly sexually assaulting and illegally filming her.
Kim threatened the victim with a weapon while tying her up, demanded the bank account password, and took about 600,000 won in cash from her wallet.
The police tracked and arrested Kim on the 17th after receiving the victim's report. Kim admitted to the charges. The police plan to transfer Kim to the prosecution within this week.
