Comprehensive Update of Actual Cultivation Records Following Improvements in Nongjiwonbu Management Authority

Yangcheon-gu, Comprehensive Agricultural Register Maintenance Farmland in the Sinwol-dong area


[Asia Economy Reporter Park Jong-il] Yangcheon-gu (Mayor Kim Soo-young) is promoting a comprehensive reorganization of farm registers where actual cultivation details do not match the land registry, to ensure efficient use and management of farmland.


In 2021, the total number of cases subject to reorganization in the area is 14, covering 1.3 hectares (0.37% of Seoul's total reorganization target).


According to Article 49 of the 'Farmland Act,' since the management authority of farm registers has shifted this year from the farmer's address to the administrative office responsible for the location, the scale of reorganization has significantly decreased. Therefore, the district plans to thoroughly investigate all reorganization targets and verify cases not completed in the 2020 comprehensive reorganization to prepare without any gaps.


The comprehensive reorganization is conducted by comparing and analyzing information recorded in the farm registers with that in the land registry and agricultural management entity registration information, and by direct on-site inspections. If farmland is owned but difficult to cultivate directly, the farmland lease consignment project of the Farmland Bank, which leases and manages farmland by finding suitable farmers, is linked. The farmland lease consignment project is a system where the Korea Rural Community Corporation entrusts farmland from those who find it difficult to farm and leases and manages it to appropriate farmers.


If illegal lease indications or other violations are found during the reorganization process, they will be included in the farmland use status survey. If violations are confirmed through the survey, farmland disposal orders and enforcement fines may be imposed.


Kim Soo-young, Mayor of Yangcheon-gu, said, “The district will actively cooperate with Seoul City to thoroughly conduct a full survey of farm registers, which serve as basic data for agricultural support, by the end of 2021 and strive to improve the efficiency of farmland use.”
