Discussion on Representative Im Ho-seon's Office and Others Meeting with Lawmakers to Introduce a Bill Abolishing Decimal Quotas for Part-Time Civil Servants
[Asia Economy Reporter Jongil Park] Jeong Seong-hye, head of the Nationwide Integrated Public Officials Labor Union Time-Selective Division (hereafter Time-Selective Division), along with Lee Chung-jae, chairman of the Public Service Labor Union Federation, held a meeting at 3 p.m. on the 19th with Im Ho-seon, a member of the Democratic Party of Korea.
Im Ho-seon agreed to propose a bill to abolish the quota system that calculates the number of time-selective public officials in decimals such as 0.875 or 0.5 according to working hours.
Jeong Seong-hye, head of the division, stated, "Time-selective public officials have existed since 2002, but after the introduction of time-selective recruitment public officials, the quota has been expressed in decimals according to working hours. Moreover, for the same time-selective converted public officials, the quota is not expressed in decimals, causing discrimination even among time-selective public officials."
She added, "I ask for the active cooperation of Assemblyman Im Ho-seon so that time-selective public officials can work as individuals within the public service community."
She also expressed gratitude to the assembly members and their staff who pointed out the problems of the time-selective recruitment public official system during the recent national audit.
They hope for improvement of the quota law that expresses people in decimals, not opposing national policies or system operations as public officials.
In response, Im Ho-seon of the Democratic Party of Korea replied that they would cooperate well through legislation and other means to resolve the issue.
