Imposition of Fines for Non-Use of Volume-Based Waste Bags

[Asia Economy Honam Reporting Headquarters Reporter Kim Hyun] Haenam-gun, Jeollanam-do announced that starting from the 15th, it will take strong administrative measures such as strict crackdowns and fines on illegal garbage to create a clean Haenam.
The crackdown targets include illegal dumping of garbage, not using designated volume-based waste bags, garbage that is not properly separated for recycling, and dumping garbage outside of designated times.
Prior to this, a 15-day guidance period began on the 29th of last month, during which campaigns and promotional activities were conducted to raise awareness.
From the 15th, CCTV analysis and enforcement teams will be deployed mainly in vulnerable areas of the city, along with joint nighttime crackdowns where illegal dumping mainly occurs. Those caught will be fined up to 1 million won, and informants reporting illegal dumping will receive rewards.
Haenam-gun has established a comprehensive plan to create a clean Haenam this year, actively working to prevent illegal dumping by operating a monthly community cleanup day, conducting campaigns in each town and village, and distributing multilingual notices in areas with a high concentration of foreigners.
However, cases of not using designated volume-based waste bags or dumping large waste without reporting continue in single-family residential areas and commercial districts, prompting large-scale crackdowns to improve the environment.
The correct way to dispose of household waste is to put general waste in designated volume-based waste bags and dispose of it during designated times (weekdays from sunset to 6 a.m.), and to separate recyclables in transparent bags for separate collection.
In particular, food waste and recyclables should not be mixed in the volume-based waste bags, and large waste must be reported and have a sticker attached before disposal.
Meanwhile, Haenam-gun is conducting a resident-participation resource circulation project that awards points for separated recyclables to reduce waste generation through recycling, which can be exchanged for Haenam Love Gift Certificates.
Since last month, the pilot project conducted in Haenam-eup has seen participation from 89 residents who have accumulated 630,708 points so far.
A county official urged, “To reduce household waste and promote the habit of separating waste, we will continuously conduct crackdowns and promotional activities on illegal garbage. We ask residents to actively participate in creating a clean Haenam by fostering an atmosphere where they themselves create a pleasant living environment.”
