Revised Enforcement Decree of the School Sports Promotion Act Passed at Cabinet Meeting
Establishing Grounds for Installing CCTV at Entrances, Corridors, and Parking Lots
[Asia Economy Reporter Han Jinju] To eradicate violence in school sports teams, video information processing devices (CCTV) will be installed throughout schools. Student athletes and coaches will receive one hour of sports human rights education each semester.
On the 13th, the Ministry of Education reviewed and approved the amendment to the "Enforcement Decree of the School Sports Promotion Act" at the Cabinet meeting. It includes necessary provisions to implement matters delegated by presidential decree under the School Sports Promotion Act and recommendations from the National Human Rights Commission. The enforcement decree will take effect from the 21st.
The enforcement decree of the School Sports Promotion Act allows the installation of CCTV at key points of school sports facilities such as indoor and outdoor training grounds used by student athletes, dormitory and training facility entrances, corridors, parking lots, major intersections, cafeterias, and auditoriums.
According to the School Sports Promotion Act, the basic school sports promotion policies established every five years will include matters related to the protection of student athletes' human rights. The Minister of Education and the superintendents of education will conduct written inspections of school sports promotion measures at least once a year and may conduct on-site inspections if necessary.
To strengthen the responsibility of school sports team coaches, safety management of student athletes during training and competitions will be included in the coaches' duties. The reappointment evaluation of school sports team coaches will consider efforts to guarantee student athletes' right to learn and protect their human rights.
Student athletes and school sports team coaches are required to receive "human rights education in the sports field" once per semester for at least one hour each time. The education content includes types of human rights violations, prevention education, response and reporting methods in case of occurrence, and major cases of human rights violations.
Deputy Prime Minister and Minister of Education Yoo Eun-hye said, "With the amendment to the enforcement decree of the School Sports Promotion Act, we expect violence in school sports teams to be eradicated, and student athletes to be protected in their human rights and able to study and exercise in a safe environment."
