From the 12th, the National Real-Name Application System will operate year-round to enhance policy transparency and accountability, allowing anyone interested to participate via district office websites, email, direct visits, or mail.

[Asia Economy Reporter Jongil Park] Jongno-gu (District Mayor Kim Young-jong) will operate the 'National Application Real-Name System' year-round starting April 12 to select key management target projects for the 2021 Jongno-gu Policy Real-Name System.


The National Application Real-Name System is a system that provides citizens with the opportunity to participate so that projects desired by the public can be reflected when selecting key management target projects under the Policy Real-Name System.


It is implemented to enhance the transparency and accountability of policies, and it involves recording, managing, and disclosing the real names and opinions of officials involved in major policies implemented by administrative agencies.


In the case of Jongno-gu, since 2014, a total of about 180 key management target projects have been selected and disclosed on the district office website.


Previously, the National Application Real-Name System was conducted for about one month each quarter, but starting this year, to promote resident participation, applications will be accepted year-round on an ongoing basis, and a separate 'National Application Real-Name System' menu has been newly established on the district office website to improve accessibility and convenience for residents.


There are no special restrictions on eligibility, and anyone interested in Jongno-gu policies can participate via the website, email, direct visit, or mail.


The selection criteria for key management target projects under the Policy Real-Name System are ▲ major priority projects and mid- to long-term projects by district administration field ▲ construction or projects with a large-scale budget of 2 billion KRW or more ▲ external cooperation projects deemed to require key management ▲ research services of 100 million KRW or more ▲ enactment, revision, or abolition of autonomous regulations ▲ and other projects recognized by the Mayor of Seoul Metropolitan Jongno-gu District Office as requiring record preservation. However, projects that fall under 'non-disclosure reasons under the Information Disclosure Act,' 'simple civil complaints contrary to the purpose of the Policy Real-Name System,' or 'applications with unclear or unidentifiable content' are excluded from the review.


If three or more applications are received for a project, the district will select key management target projects through the Jongno-gu Information Disclosure Deliberation Committee and disclose them quarterly on the district office website.


Mayor Kim Young-jong said, “By operating the National Application Real-Name System year-round, we aim to expand residents' right to know and further strengthen the transparency and accountability of Jongno-gu policies,” and added, “We ask for the continued interest and active participation of residents in the National Application Real-Name System.”
