[Asia Economy (Daejeon) Reporter Jeong Il-woong] Daejeon City is taking steps to support the expansion of employment opportunities for local talent in public institutions within the Chungcheong region.
According to the city on the 8th, the scale of new hires at 51 public institutions in the Chungcheong region this year is expected to be approximately 2,900 people. By area, 17 institutions in Daejeon are expected to hire 2,216 people, 11 institutions in Sejong 215 people, 3 institutions in Chungnam 256 people, and 11 institutions in Chungbuk 247 people.
In particular, these public institutions must fill between 500 and 700 positions with talent from Daejeon, Sejong, Chungnam, and Chungbuk regions in accordance with the mandatory hiring ratio (18% to 27%).
This is based on the partial amendment of the "Special Act on the Creation and Development of Innovation Cities" (hereinafter referred to as the Innovation City Act), which has been in effect since May last year. The amendment expanded the hiring scope of public institutions to the broader Chungcheong region.
With Daejeon designated as an innovation city last year, this year 51 public institutions will be able to offer benefits for hiring local talent. Due to the regional expansion within Chungcheong, local talent can now seek employment not only at the 17 public institutions located in Daejeon but also at 34 other public institutions.
Furthermore, the amendment requires public institutions to raise the mandatory hiring ratio for local talent to 30% after 2022, which is expected to broaden employment opportunities for Daejeon-area talent in Chungcheong public institutions.
Reflecting these conditions, the city plans to carry out various support activities to expand opportunities for local talent to be employed by public institutions.
First, the city will post recruitment information for the 51 public institutions on its website and produce related promotional materials to be distributed to local universities and high schools starting from the 12th of this month.
Additionally, using an individual video conferencing platform established and operated by 17 local universities, the city will conduct "visiting online briefings" and hold a series of "2021 Online Joint Recruitment Briefings for Local Talent" from the 8th of this month to the 26th of next month, with participation from recruiting institutions in preparation for the public institution hiring season.
The briefings will be conducted alongside various employment support programs, including public institution employment information, National Competency Standards (NCS) strategies, career and aptitude tests, and self-introduction letter consulting.
Moreover, the city plans to hold a meeting with public institutions relocated to the Chungcheong region at the end of this month, during which they will sign a memorandum of understanding to expand mandatory hiring of local talent and promote local talent development and regional advancement.
Meanwhile, the mandatory hiring of local talent is a system that requires public institutions relocated from the metropolitan area to hire up to 30% of their workforce from young people in the relocation area. The qualification for local talent is granted if the final educational background is from a high school or university located in the Chungcheong region, regardless of the individual's place of origin. For example, if someone graduates from a local high school but attends and graduates from a university outside the region, they are not considered local talent. Conversely, if someone graduates from a high school outside the region but graduates from a university in the Chungcheong region, they are recognized as local talent.
A city official stated, "We will spare no effort to support many young people from Daejeon in securing employment at Chungcheong public institutions. We hope that local youth preparing for public institution employment will understand the recruitment scale and timing of each institution in advance and develop individual employment strategies to achieve good results."
