Collaboration to Identify Tasks for Resolving Garak Market Issues and Livelihood Problems, Sharing Human and Material Resources
Research Promoted to Alleviate Citizen Inconvenience by Integrating and Utilizing Data on Traffic, Distribution Transactions, Floating Population, and Civil Complaints
[Asia Economy Reporter Lim Cheol-young] Seoul Digital Foundation and Seoul Agro-Fisheries & Food Corporation announced on the 2nd that they have signed a Memorandum of Understanding (MOU) for big data collaborative research to improve public services.
On the 1st, the two organizations held a signing ceremony at the Seoul Agro-Fisheries & Food Corporation's main conference room, attended by Lee Won-mok, Acting Chairman of Seoul Digital Foundation, Kim Kyung-ho, President of Seoul Agro-Fisheries & Food Corporation, and other officials.
This MOU focuses on conducting big data-based analytical research to address current issues at Garak Market and find solutions to Seoul citizens' livelihood problems. The two organizations plan to pursue ▲ identifying tasks to resolve Garak Market issues and urban and livelihood problems in Seoul ▲ sharing data, information, human and material resources for smooth research execution ▲ sharing data analysis capabilities and management know-how for data-driven scientific administration. The agreement period is two years from the signing date.
Seoul Digital Foundation will combine and utilize internal data held by Seoul Agro-Fisheries & Food Corporation, such as vehicle entry and exit status by gate at Garak Market and real-time parking status at Garak Mall, with external data like floating population and civil complaint data to promote big data analytical research aimed at resolving Garak Market issues and citizen inconveniences.
Seoul Agro-Fisheries & Food Corporation plans to establish standards for solving Garak Market issues based on the data analysis research results and utilize them for creating new services in the future.
The first collaborative project, "Analysis of Traffic Congestion and Parking Patterns at Garak Market," will commence in April. This study will analyze, based on data, the impact of adjusting the parking fee exemption time for freight vehicles at Garak Market on traffic and parking congestion inside and outside the market and derive implications. Since March, Seoul Agro-Fisheries & Food Corporation has slightly shortened the parking fee exemption time for tenant and buyer freight vehicles to secure parking spaces as part of the facility modernization project.
Additionally, the two organizations plan to explore various cooperation methods to contribute to improving the distribution of agricultural and fishery products in Seoul, enhancing public services, and solving livelihood problems through combined big data analysis research based on data held by the corporation and related institutions.
Kim Kyung-ho, President of Seoul Agro-Fisheries & Food Corporation, said, "The agricultural and fishery product price and transaction data of Garak Market are high-quality data that serve as the standard for agricultural and fishery product prices in South Korea," adding, "The corporation has designated 2021 as the inaugural year for realizing a smart wholesale market and has been preparing a master plan. This MOU is significant in terms of utilizing data through 4th industrial technologies."
Lee Won-mok, Acting Chairman of Seoul Digital Foundation, stated, "By combining data held by institutions and conducting big data analysis, we can create greater synergy in discovering public services that enhance citizens' convenience," and added, "Seoul Digital Foundation will strengthen support for big data analysis in municipal administration to promote scientific administration that citizens can experience firsthand."
