Installation of Mobile Forensic Acquisition and Analysis System... Selection of District and Senior Prosecutors to Conclude Early Next Month
[Asia Economy Reporter Baek Kyunghwan] The High-ranking Officials' Crime Investigation Agency (HCIA) is accelerating not only the personnel composition but also the establishment of the investigation system. This aims to enhance the evidentiary power of digital clues during future investigations, and the selection of ordinary prosecutors and chief prosecutors is expected to be completed by early next month.
According to the legal community on the 24th, the HCIA has begun building system facilities capable of acquiring electronic evidence from mobile devices such as smartphones to smoothly support digital forensic investigators. Currently, discussions are underway with a leading domestic forensic system development company for the purchase of related equipment, and the system will be ready for use immediately after the investigation personnel are finalized.
The forensic system being prepared by the HCIA is known to be a mobile forensic acquisition and analysis system used by the National Police Agency and the Supreme Prosecutors' Office, equipped not only with functions to extract hidden data from mobile and other electronic devices but also to recover lost data.
In the future, if a situation arises where digital clues need to be collected during investigations, the HCIA plans to immediately commence investigations centered on the Scientific Investigation Division. The recent organizational revision added tasks related to investigations and investigative assistance ordered by the HCIA Chief to the Scientific Investigation Division, reflecting the same context. Duties such as preserving case records and original judgments were also transferred from the Case Management Officer to the Scientific Investigation Division.
The personnel composition is entering its final stage. Today is the last day for interviews of ordinary prosecutor candidates who passed the document screening. The ordinary prosecutor interviews were conducted over a week starting from the 17th, involving a total of 172 candidates, with participation from Director Kim Jin-wook and Deputy Director Yeo Woon-guk. Subsequently, on the 26th, the Personnel Committee plans to select the final candidate pool, recommending up to 38 candidates?twice the final appointment number of 19 prosecutors?to the President.
Interviews for chief prosecutors will also begin. From the 30th to 31st, 37 chief prosecutor applicants are scheduled for interviews. Afterwards, the Personnel Committee will narrow down the final candidate pool to 8?twice the number of appointments?and recommend them to the President. A HCIA official explained, "Since the basic selection of prosecutors necessary for HCIA operations will be completed by early next month, internal regulations and the investigation system will be additionally refined accordingly," adding, "The official investigation of the first case is also expected to be decided soon."
