[Asia Economy Reporter Lee Ji-eun] The Blue House announced that President Moon Jae-in presided over the Cabinet meeting held on the 16th via video conference between the Seoul and Sejong Government Complexes at Yeomin-gwan, and deliberated and resolved the 'Act on the Complete Revision and Promulgation of the Special Act on the Investigation of the Jeju 4·3 Incident and the Restoration of the Honor of Victims' among other matters.
At the Cabinet meeting that day, 28 bills that had passed the National Assembly plenary session on the 26th of last month and were sent to the government were decided to be promulgated in accordance with Article 53 of the Constitution.
Among them, the Act on the Complete Revision and Promulgation of the Special Act on the Investigation of the Jeju 4·3 Incident and the Restoration of the Honor of Victims establishes the basis for special retrials and compensation support for victims to investigate the truth of the Jeju 4·3 Incident and restore the honor of victims and their families. It is expected to be a turning point for the complete resolution of the 4·3 Incident, which is being promoted as a national agenda.
Also, the 'Partial Amendment Act on the Protection of Children and Adolescents from Sexual Offenses' punishes online grooming sexual crimes against children and adolescents and abolishes the statute of limitations for crimes related to the production of sexual exploitation materials.
At the Cabinet meeting that day, 14 presidential decree drafts were deliberated and resolved. Among them, the 'Partial Amendment to the Enforcement Decree of the Elementary and Secondary Education Act' includes provisions transferring the authority for designation and operation of autonomous schools from the Minister of Education to the metropolitan and provincial superintendents of education. Additionally, the 'Partial Amendment to the Enforcement Decree of the Tourism Promotion Act' lowered the capital registration requirement for comprehensive travel agencies from 100 million won to 50 million won.
Furthermore, the 'Partial Amendment to the Enforcement Decree of the Maternal and Child Health Act,' which deleted the income criteria for users of postpartum care helper services, and the 'Enforcement Decree of the Act on the Protection of Financial Consumers,' which specifies the detailed scope of application for rights such as the right to withdraw subscription and the right to terminate illegal contracts, were also resolved.
