[Asia Economy Yeongnam Reporting Headquarters Reporter Lee Sang-hyun] Kim Doo-kwan, a member of the Democratic Party of Korea (Gyeongnam Yangsan Eul), on the 8th, took the lead in proposing the "Act on the Establishment and Operation of Residents' Autonomy Councils," which includes the establishment of residents' autonomy councils and the expansion of practical residents' autonomy.


Rep. Kim explained the purpose, saying, "True local autonomy can be achieved through the establishment of residents' autonomy," and "there is a need for residents' autonomy councils to be organized by region to expand residents' rights."


Although the current law stipulates that matters necessary for the establishment and operation of residents' autonomy councils should be separately defined by law, they are currently being piloted through local government ordinances, raising concerns about limitations in the practical operation of residents' autonomy councils.


The Korea Residents' Autonomy Central Association, which has emphasized the need to expand residents' autonomy, expressed its welcome for this bill proposal.


Meanwhile, a total of 46 lawmakers from both ruling and opposition parties, including Rep. Kim, participated in this proposal to support the realization of residents' autonomy.
