Selected 34 Services Since Introduction in October Last Year
[Asia Economy Reporter Cha Min-young] The Ministry of Science and ICT announced on the 7th that the contract scale through the digital service specialized contract system introduced in October last year has reached 100 billion KRW.
Through this system, various large-scale contracts such as ‘Artificial Intelligence (AI) High-Performance Computing Resource Leasing (NIPA)’, ‘Busan Blockchain Integrated Service B PASS (KISA)’, and ‘Internet of Things Crop Precision Management Technology Information Service (Rural Development Administration)’ have been completed, and it has been applied diversely to public service contracts. The selected services total 34, including cloud services, support services, and convergence services.
The digital service specialized contract system was established as part of digital government innovation and the Digital New Deal to lead the growth of the digital service industry. Services selected by the Digital Service Review Committee can be contracted through private contracts or catalog contracts, simplifying the contract process compared to the existing bidding method.
Typically, the existing contract method took a long time (about 80 days) from procurement request to contract, making it difficult to secure sufficient project duration. This system improved the process by shortening the contract procedure to within 1 to 2 weeks. For example, the ‘2021 High-Performance Computing Resource Leasing Service’ shortened the contract period by about one month using the digital service specialized contract system.
It also became possible to conclude long-term continuous contracts, allowing cloud computing service providers to stably carry out high-performance computing projects until ’22. Demand agencies were able to secure 20% more high-performance computing resources compared to the previous year with the same budget.
Meanwhile, through the Digital Service Utilization Support System, not only the selected digital service details but also contract status information is disclosed, allowing demand agencies to refer to actual cases before service adoption contracts.
The Ministry of Science and ICT plans to continue holding the Digital Service Review Committee monthly to register a wider variety of digital services and ensure stable service supply through quality management of registered digital services.
Kim Jeong-won, Director of the Information and Communication Policy Office at the Ministry of Science and ICT (Chairman of the Digital Service Review Committee), stated, “We will actively support the introduction of various innovative services in the public sector through this system and serve as a catalyst for revitalizing the digital service industry to lead the success of the Digital New Deal.”
