[Asia Economy Reporter Lee Ji-eun] President Moon Jae-in has appointed Kim Jin-guk, a member of the Board of Audit and Inspection, as the successor to Senior Secretary for Civil Affairs Shin Hyun-soo.


Jung Man-ho, Senior Secretary for Communication at the Blue House, announced in a briefing on the 4th, "President Moon has appointed a new Senior Secretary for Civil Affairs," confirming the appointment.


The new Senior Secretary for Civil Affairs, Kim, born in 1963, graduated from Gwangju Jeonnam High School, earned a bachelor's degree in law and a master's degree in law from Seoul National University. He passed the 29th bar exam and has served as a public interest commissioner at the Seoul Regional Labor Relations Commission, legal secretary at the Senior Secretary for Civil Affairs Office of the Presidential Secretariat, member of the Central Administrative Appeals Commission of the Anti-Corruption and Civil Rights Commission, arbitrator at the Korean Commercial Arbitration Board, and was serving as a member of the Board of Audit and Inspection.


Senior Secretary Shin, who is leaving the Blue House today, introduced Kim by saying, "The new Senior Secretary Kim is a labor and human rights lawyer who served as an audit committee member during the Moon administration and as a legal secretary in the Senior Secretary for Civil Affairs Office during the Roh Moo-hyun administration. Additionally, he has been dedicated to protecting the rights of socially vulnerable groups in various public sectors, including as a member of the Special Committee on Human Rights for Victims of Japanese Colonial Rule at the Korean Bar Association, public interest commissioner at the Seoul Regional Labor Relations Commission, and member of the Administrative Appeals Commission."


He continued, "He worked alongside the President as a legal secretary in the Senior Secretary for Civil Affairs Office during the Roh administration, handling legal and prosecution-related affairs and steadily advancing judicial reform. With his deep understanding of the government's philosophy, extensive legal experience in mediating social conflicts, and a gentle personality that facilitates communication, he is expected to be the right person to stably complete legal and prosecution reforms, reform of power institutions, and firmly establish discipline within the public service until the end."

Senior Secretary Shin said, "I stand here today to perform my final duties as Senior Secretary for Civil Affairs," adding, "Although I am leaving due to various shortcomings, I will continue to watch over and support the successful conclusion of the Moon administration."


New Senior Secretary Kim said, "I feel a heavy sense of responsibility in taking on this important role during a critical time. Although I have many shortcomings, I will do my best to fulfill my duties and carefully observe those around me."
