Building registry records listed in pyeong units changed to m²... Total of 14,092 cases fully surveyed and registration requested on behalf of owners
[Asia Economy Reporter Jongil Park] Jung-gu, Seoul (Mayor Seoyangho) is promoting the 'Unification Project of Area Units between Building Register and Building Ledger' to resolve residents' inconveniences and reduce cost burdens.
This project investigates building registers that still record area in the unit of 'pyeong' and aligns them with the area unit of the building ledger, which is square meters (m²). It organizes area conversions through registration requests (where the court or other public offices request registration on behalf of the owner), enhancing the efficiency of property management.
According to Article 2 of the Enforcement Decree of the Measurement Act, the legal measurement unit of square meters (m²) must be used from January 1, 1983, for land and building measurement units.
While the building ledger has completed area conversion processing uniformly, the building register cannot be changed ex officio, so owners must apply for change registration by attaching the building ledger with the area conversion details.
If the area units between the building ledger and the building register do not match, property management becomes inconvenient. To apply for change registration, one must issue the building ledger and submit it to the registry office or pay a legal scrivener and delegate the process, which involves cumbersome procedures.
To resolve these inconveniences, the district identified a total of 14,092 building registers of buildings completed before January 1, 1983, whose building ledgers have area conversions, checked whether they were registered in 'pyeong' units, and plans to uniformly request registration conversion by 2023.
Through this proactive registration request, residents can significantly reduce effort, time, and cost burdens.
Meanwhile, the district has improved daily inconveniences such as emergency response through detailed address assignment services that assign dong (neighborhood), floor, and unit numbers to single-family and multi-family houses. It has also continuously promoted the ancestral land search project, helping 575 people find 2,511 parcels (2,873,191 m²) last year, supporting residents' property rights exercise.
Seoyangho, Mayor of Jung-gu, said, “We will strive further to enhance the reliability of real estate public registers and facilitate residents' property rights exercise through proactive registration requests and area conversion.”
