Establishing Integrated Welfare Information System with Mandatory Use for Public and Private Sectors, Registering Over 380,000 Welfare Services... Preventing 1,223 Cases of Duplicate Support through Integrated Management of Welfare Resources... 'Nowon Bokjisaem' Welfare Resource Sharing Website Revamped, Daily Visitors Increase by 58%
[Asia Economy Reporter Jongil Park] Nowon-gu (Mayor Oh Seung-rok) has improved the welfare resource delivery system for systematic and integrated management of welfare resources, including prevention of duplicate welfare service benefits.
The reason the district initiated the establishment of a welfare resource delivery system is that public and private social welfare organizations use different computer systems, causing continuous issues of duplicate service support, and there was no welfare resource sharing system that could confirm various welfare benefits at once.
To share welfare resources, Nowon-gu mandated the use of the ‘Integrated Living Welfare Information System’ for both public and private sectors, registering a total of about 380,000 cases of service linkage details, and thoroughly reorganized the welfare resource management system.
As a result, from 2019 to January 2021, 1,223 cases of duplicate support were prevented. Nowon-gu is the first to achieve practical results with the participation of all institutions in the region.
Also, since 2019, the ‘Nowon Bokjisaem’ website service has been launched. Previously, public welfare resources could be searched through the Ministry of Health and Welfare website, but private facilities in the region had to inquire individually with each institution, causing inconvenience.
To solve this, Bokjisaem allows users to input a few pieces of information and check not only public information tailored to them but also services from 192 private social welfare organizations in the region all at once.
After improving and upgrading the Nowon Bokjisaem website functions in September last year, the average daily visitors increased from 500 to 790, a 58% increase compared to before the reorganization, establishing itself as a welfare sharing platform useful not only for residents but also for practitioners.
Nowon-gu was recognized for preventing duplicate support and improving accessibility to welfare information, winning the Excellence Award at the ‘2020 Excellent Administration and Policy Case Selection Contest’ jointly hosted by the Korea Public Policy Evaluation Association and the Korean Governance Association.
Oh Seung-rok, Mayor of Nowon-gu, said, “By establishing the Nowon-type welfare resource delivery system and managing welfare resources integrally, we have been able to provide better welfare services,” and added, “We will continue to implement customized welfare policies so that anyone can easily access welfare information and related news.”
