The investigation team led by Lee Jeongseop, Chief of Criminal Division 3 at Suwon District Prosecutors' Office, which is investigating the travel ban case of former Deputy Minister of Justice Kim Hak-ui, announced that they filed a pre-arrest warrant against Director Cha on charges including abuse of authority and obstruction of rights. The prosecution considers Director Cha a key figure in the suspicion of 'illegal travel ban measures.'

According to the whistleblower report, officials from the Immigration Inspection Department of the Ministry of Justice accessed personal information including former Deputy Minister Kim's name, date of birth, and immigration restriction information 177 times from the morning of March 19, 2019, to the afternoon of March 22 of the same year, and reported this to their superiors.

Director Cha is suspected of approving the travel ban request on the morning of the 23rd, a day after knowing that Prosecutor Lee Gyuwon of the Past Affairs Investigation Team at the Supreme Prosecutors' Office at the time had illegally taken emergency travel ban measures against former Deputy Minister Kim using the personal information obtained in this manner.
