Cheong "15 Trillion Supplementary Budget Passed at Cabinet Meeting"... Promulgation of Infectious Disease Amendment and Other Laws

President Moon presides over video conference-style Cabinet meeting... Supplementary budget for COVID-19 damage support and others collectively submitted and passed

[Asia Economy Reporter Ryu Jeong-min] President Moon Jae-in presided over a Cabinet meeting at the Blue House on the morning of the 2nd, collectively presenting and passing major agenda items including a supplementary budget bill worth 15 trillion won.


President Moon chaired the Cabinet meeting via video conference from 10 a.m. at Yeomin 1 Hall in the Blue House, connecting with the Cabinet meeting rooms in Seoul and Sejong Government Complexes.


At the Cabinet meeting, general agenda items related to the first supplementary budget bill for 2021 and other supplementary budget proposals, promulgation bills such as the partial amendment to the Infectious Disease Prevention and Control Act, and presidential decree drafts including partial amendments to the Enforcement Decree of the Act on Urban Parks and Green Spaces were reviewed and resolved.

Im Se-eun, deputy spokesperson of the Blue House, explained, "At today's Cabinet meeting, in response to the prolonged COVID-19 situation and extended quarantine measures causing cumulative damage and worsening employment conditions, a supplementary budget bill worth 15 trillion won and changes to fund operation plans were collectively presented and passed."


Additionally, five bills that were passed by the National Assembly on the 26th of last month and urgently sent to the government were decided to be promulgated in accordance with Article 53 of the Constitution.


Deputy Spokesperson Im stated, "The amendments allow for the advance purchase and contracting of vaccines and medicines still in development, and impose heavier penalties on those who systematically or deliberately refuse or obstruct epidemiological investigations," adding, "These legal amendments are expected to help secure the effectiveness of measures responding to the spread of infectious diseases."


Meanwhile, following the review and resolution of Cabinet agenda items, a report was given on the three-year performance and 2021 plans for enhancing women's representation in the public sector by the Ministry of Gender Equality and Family. Subsequently, the Ministry of Oceans and Fisheries reported on the current status and future plans for cooperation among shipping, shipbuilding, and export companies. The Anti-Corruption and Civil Rights Commission reported on the acceptance status of recommendations regarding grievance complaints.
