[Asia Economy Yang Nak-gyu, Military Specialist Reporter]The weighting for the core technology category has been increased when evaluating 'weapon system proposals' submitted by companies participating in defense projects.


On the 2nd, the Defense Acquisition Program Administration (DAPA) announced that it will improve and implement the 'Weapon System Proposal Evaluation System' to select competitive companies that can successfully carry out defense capability improvement projects more transparently and fairly.


First, the score for core technology in the proposal evaluation was raised from 16 points to 23.5 points. The score for the category evaluating the possibility of domestic production of parts was also increased from 4 points to 8 points to strengthen the foundation for domestic weapon system production. To enhance fairness in the evaluation process and results, the number of external members in the decision-making body, the Evaluation Council, was increased from one to two during the evaluation period, and members belonging to the relevant project headquarters were completely excluded from verifying evaluation results. Previously, two or more members from the relevant project headquarters participated.


Additionally, to emphasize the importance of protecting defense industry technology closely related to national security, a new scoring system with bonus and penalty points related to defense industry technology protection was introduced. Companies that performed well in the previous year's defense industry technology protection status survey receive bonus points, while companies involved in defense technology leaks or infringement incidents receive penalty points.


DAPA explained, "To reduce the burden on proposing companies, the length of proposal documents, which previously reached up to 3,000 pages, has been limited to 600 pages," adding, "Supporting documents for the proposal content are verified by an on-site inspection team over a sufficient period of at least two days to ensure that competing companies do not suffer unintended harm."
