Jeonnam Sigun Council Chairpersons Association Holds 2021 Regular General Meeting

Discussion on Response Measures Including Preparation of Follow-up Bills for the Comprehensive Revision of the Local Autonomy Act

[Damyang=Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] The Jeonnam City and County Council Chairpersons Association (Chairman Kim Jeong-o) announced that it held the 2021 regular general meeting on the 26th at Pilam Seowon in Jangseong County.

At the regular general meeting, chairpersons of 22 city and county councils attended, with Jeonnam Provincial Council Chairman Kim Han-jong and Jangseong County Governor Yoo Doo-seok also present to brighten the occasion.

In his greeting, Chairman Kim Jeong-o said, “In 2020, we achieved a valuable and significant accomplishment with the full revision of the Local Autonomy Act in the 32-year history of local autonomy,” adding, “In particular, along with strengthening the status of local councils as representative bodies of residents, the appointment authority for council staff, which had been held by local government heads, was given to the chairpersons, and professional aides to support council activities can now be appointed.”

He continued, “As responsibilities will become heavier in proportion to the increased authority and status, the role of the chairpersons in carrying out resident-centered local autonomy is more important than ever.”

Meanwhile, at the regular general meeting, discussions were held on the response of basic councils to follow-up legislation following the full revision of the Local Autonomy Act, as well as the audit of the 2020 revenue and expenditure budget settlement and plans for major projects in 2021.
