Launch of the Gangbuk-gu 4·19 Revolution National Cultural Festival Committee


[Asia Economy Reporter Jong-il Park] Gangbuk-gu (Mayor Park Kyum-soo) held the launch ceremony of the ‘4·19 Revolution National Cultural Festival Committee’ on the 24th at the Gangbuk-gu Office Planning Situation Room.


At the launch ceremony, Mayor Park Kyum-soo of Gangbuk-gu, Chairman Lee Yong-gyun of the Gangbuk-gu Council, Chairman Kang Young-seok of the 4·19 Revolution National Cultural Festival Committee, and 13 committee members attended.


The event, conducted in strict compliance with social distancing guidelines for the novel coronavirus infection (COVID-19), included progress reports, a launch declaration, reports on this year’s programs, and a session for gathering opinions. The event concluded with a visit to the National 4·19 Democratic Cemetery Memorial Tower for a memorial service.


The 4·19 Revolution National Cultural Festival has continuously developed since its inception in 2013 by supplementing its main programs. Last year, as face-to-face events became difficult due to the spread of COVID-19, an online national cultural festival was held as an alternative non-face-to-face cultural event.


This year, the district plans to promote the event by diversifying the hosting methods for each main program. First, the ‘National Student English Speech Contest’ and the ‘National Student Drawing and Writing Contest’ will be conducted by receiving submissions online and judging them.


Additionally, the district will produce videos introducing sites related to the 4·19 Revolution along with performances of traditional Korean music (gugak) and classical music, post them on social media, and hold an international academic conference using an online video conferencing system.


The ‘Official Pre-event and Rock Music Festival’ and the ‘National University Student Debate Contest’ will be held both online and on-site.


The district will hold the official pre-event at 7 p.m. on April 18, followed by a music festival that communicates interactively with viewers through a Zoom live program.


The event will be broadcast live through the Gangbuk-gu YouTube channel and the 4·19 Revolution National Cultural Festival Facebook page.


Meanwhile, the district plans to conduct the ‘Pilgrimage Trekking with Captain Um Hong-gil’ and the ‘National Creative Pansori Contest’ as on-site events, but will adjust the number of participants or switch to online formats depending on the social distancing level.


Mayor Park Kyum-soo of Gangbuk-gu stated, “This year, we have organized the cultural festival by appropriately combining non-face-to-face and face-to-face methods to protect residents from COVID-19 while continuing the spirit of freedom, democracy, and justice. Although it is not easy to hold the festival due to the spread of infectious diseases, we will do our best to operate the festival so that the noble meaning of the April Revolution can be shared by people around the world.”
