[Asia Economy Reporter Han Seung-gon] A video showing a motorcycle rider being dragged out and indiscriminately assaulted in the middle of a road in Jeju Island after protesting a dangerous overtaking has been released, sparking public outrage. The perpetrator tripped the biker by hooking his leg and continued dozens of brutal assaults. Citizens who watched the video are expressing their anger, saying, "Punish him severely" and "This is attempted murder."
According to a video posted on the traffic specialist lawyer's YouTube channel 'Han Moon-cheol TV' on the 22nd, the victim reported the assault to the lawyer. The incident occurred around 9 a.m. on the 19th at Wahyeol-ri Intersection in Jocheon-eup, Jeju City.
According to the report, the victim, a man in his 40s identified as Mr. A, said, "I was riding a 100cc bike at about 65-70 km/h when I was overtaken. There was another vehicle in the first lane as well. Because the bike is small, I was shaken by the overtaking vehicle and almost had an accident," recounting the tense moment.
Mr. A said, "I continued riding and saw the perpetrator's vehicle stopped at a traffic light. I went over and asked how he could overtake at such a high speed in the same lane. He got angry and raised his voice. When the light changed and I tried to move, he blocked the lane, opened the door, kicked me off the motorcycle, and started an indiscriminate assault," describing the horrific attack. He added, "After the assault, when others tried to intervene, he threatened them and fled."

The victim explained the situation and the video, saying, "This video was taken by witnesses inside a car." He added, "I am currently receiving treatment at the emergency room of OO Hospital in Jeju, undergoing various X-rays and CT scans, and have received prescriptions."
He continued, "My whole body hurts, and I feel nauseous, so I went back to the emergency room at OO Hospital for further tests. I have appointments with orthopedics and neurology," expressing the mental and physical pain caused by the indiscriminate assault.
Mr. A said, "I could not respond to the indiscriminate assault at all. I was hit so much that I was disoriented. I am in my early forties. I do not know the perpetrator well. I have two children and live with my parents, and I am afraid of possible secondary retaliation," revealing his fearful state of mind.

Currently, Mr. A has reported the incident to the police based on witness testimonies and the video. Viewers of 'Han Moon-cheol TV' who watched the video are raising their voices, saying, "Since the perpetrator assaulted a driver on a running motorcycle, he should be severely punished under the Act on Aggravated Punishment of Specific Crimes." In a poll on the YouTube channel regarding the punishment, 100% of netizens agreed.

However, lawyer Han stated, "The Act on Aggravated Punishment of Specific Crimes only protects automobile drivers, so motorcycle riders with engines 125cc or less are not covered." He added, "I believe the law should be amended in the future."
Meanwhile, in another viewer poll on the channel asking whether "to prevent such people from appearing again, the perpetrator should be detained and investigated, and even if released without detention due to no risk of flight or evidence destruction, if not forgiven by the victim, a prison sentence should be imposed," 99% of viewers agreed, continuing the public outrage.
