[Asia Economy Reporter Naju-seok] Gyeonggi Province Governor Lee Jae-myung criticized the National Assembly regarding the amendment to the Medical Service Act that mandates the installation of CCTV in operating rooms. Despite public support, the failure to pass the amendment requiring CCTV installation in operating rooms is pointed out as an act of the National Assembly betraying the will of the people.
On the 20th, Governor Lee posted on social media (SNS), "It is very regrettable and disappointing that the mandatory installation of CCTV in operating rooms is effectively heading towards failure in this National Assembly," and added, "On behalf of 13.8 million Gyeonggi residents, I urge the National Assembly to make active and progressive efforts for the safety of the people of Gyeonggi Province."
He stated, "Although it concerns only a very small number of medical personnel, an overwhelming majority of the public agree that CCTV should be installed in operating rooms to prevent illegal acts such as proxy surgeries and illegal surgeries during operations, protect patients' human rights, and investigate the truth when problems arise," and argued, "If all citizens directly decided according to the ideal form of direct democracy, CCTV in operating rooms would have been immediately adopted and implemented."
He continued, "Elected officials (National Assembly) who have been delegated authority by the people or appointed officials (such as the Ministry of Health and Welfare) who ignore the installation of operating room CCTV against the will of the people are acting contrary to the purpose of delegation and committing a breach of trust by betraying the sovereign will," and added, "Because responsibility is unclear in the National Assembly, where the majority rule principle prevails, lobbying or pressure that goes against the will of the people can easily operate."
He claimed that the failure to pass the amendment mandating CCTV installation in operating rooms in the National Assembly is due to lobbying and pressure.
Governor Lee said, "Just as Gyeonggi Province has implemented it without any problems, the installation of operating room CCTV in central government, local governments, and hospitals under public institutions is entirely possible by the decision of the person in charge without legislative action by the National Assembly," and stated, "As a member of the public, I request that public hospitals immediately install and implement operating room CCTV independently of National Assembly legislation." He urged central and local governments and public institutions to proceed with installing operating room CCTV regardless of National Assembly approval.
