Automatic Selection and Warning Broadcast Triggered Upon Risk Detection After Analyzing Footage from 1,000 CCTVs
A CCTV monitoring operator is closely tracking the intelligent selective surveillance system video and the identified abnormal signs.
[Asia Economy Reporter Jong-il Park] Seongdong-gu (Mayor Jeong Won-oh) has completed the establishment of the 'Intelligent Selective Surveillance System' at the Seongdong-gu Smart City Integrated Control Center. Starting this month, video analysis technology will be applied to CCTVs installed throughout the district to actively address local issues.
The 'Seongdong-type Intelligent Selective Surveillance System' applies artificial intelligence (AI) object and behavior recognition technology to CCTVs, using time- and location-based priority algorithms to selectively monitor only those CCTVs where objects such as people or vehicles exhibiting movements suspected as crime indicators appear. This is an intelligent surveillance service.
Unlike traditional CCTV monitoring, which could miss rapidly occurring crime scenes, this system detects in real time suspicious movements indicating potential crimes, illegal dumping of trash, street smoking, unauthorized parking blocking fire truck routes, and more across 1,000 CCTVs.
When abnormal behavior is detected, the system selectively alerts control personnel with the relevant CCTV footage and can initiate a broadcast to immediately guide the subject.
The Seongdong-type Intelligent Selective Surveillance System was promoted as a project selected in the Ministry of the Interior and Safety's '2020 Advanced Information Technology Utilization Public Service Support Project.' To ensure successful implementation, consultations were held with Seongdong Police Station, Seongdong Fire Station, and others, selecting five main analysis target areas: smoking zones, illegal trash dumping areas, fire truck passage obstruction, bicycle parking areas, and women’s safe return routes.
Additionally, to improve recognition rates for key analysis targets, various video learning data were secured and pre-training was conducted.
By introducing the intelligent selective surveillance system, the district aims to enhance the efficiency of Seongdong-gu CCTV control and plans to add various resident safety services using CCTV, including safety on children’s school routes, detection of jaywalking, and prevention of traffic accidents (hit-and-run), which were discovered during the system development process, beyond the initially expected issues such as smoking, illegal trash dumping, fire truck passage obstruction, and bicycle theft.
Jeong Won-oh, Mayor of Seongdong-gu, stated, “With the establishment of a CCTV video analysis system utilizing advanced information and communication technology, we can reduce resident inconveniences such as crime, smoking, and illegal trash dumping. We will continue to develop various selective surveillance services for the safety of children and women so that all residents can live safely in a smart inclusive city, Seongdong.”
