Incheon City Operates 'Public Service Discipline Alert System'... Monthly Monitoring of Misconduct

[Asia Economy Reporter Park Hyesook] Incheon City announced on the 25th that starting next month, it will operate the 'Public Service Discipline Alert System' nationwide for the first time, utilizing the Public Service Discipline Standard Index.

The Public Service Discipline Standard Index is a benchmark created by scoring the number of misconduct cases over the past five years among employees of Incheon City Hall, affiliated agencies and offices, and the Fire Headquarters. Different weights were applied depending on the type of misconduct, with higher weights given to major corruption acts such as sexual crimes, bribery, and drunk driving.

Accordingly, the city will monitor monthly misconduct related to public service discipline, including sexual crimes, bribery, drunk driving, violations of public officials' service regulations and codes of conduct, and breaches of dignity. If the severity of misconduct exceeds the standard index, the Public Service Discipline Alert System will be activated.

Based on the previous month's monitoring results, on the 10th of each month, warnings or alerts will be issued to affiliated employees through the internal administrative network according to the degree of exceeding the standard index (below 1.0 points: 'Warning', 1.0 points or above: 'Alert') to raise awareness of corruption and encourage self-purification efforts.

When a warning is issued, the city plans to strengthen integrity education and inspection activities in vulnerable areas, and misconduct occurring during the alert period will be strictly disciplined.

Kim Insu, Auditor of Incheon City, stated, "Through the Public Service Discipline Alert System, operated for the first time nationwide, we expect public officials themselves to maintain integrity that meets citizens' expectations and contribute to creating a work culture that performs well."
