Urban Planning Committee Approves Amendment to Reconstruction Maintenance Plan

'Seoul-type Reconstruction' Nowon-gu Sanggye Jugong Complex 5, 35 Floors, 996 Households


[Asia Economy Reporter Onyu Lim] The Sanggye Jugong Complex 5 in Nowon-gu, Seoul, will be reconstructed into a 35-story, 996-unit residential complex. Seoul City plans to transform this large, closed complex into an "open residential complex communicating with the local community" as a pilot project under the 'Urban and Architectural Innovation Plan,' in which the city is involved from the establishment of the maintenance plan.


On the 20th, Seoul City held an urban planning committee meeting and announced on the 21st that it had approved the revised maintenance plan for the reconstruction of Sanggye Jugong Complex 5. This is the second complex among the 16 complexes in the Sanggye Housing Development District to undergo reconstruction. The city judged that a public blueprint for urban management in the housing development district was necessary and selected this complex as a pilot project for the Urban and Architectural Innovation Plan in May 2019.


A Seoul city official explained, "Reconstruction projects in housing development districts typically take at least two years from the establishment of district unit plans to the decision of maintenance plans, but in the case of Sanggye Jugong Complex 5, the city worked closely with residents and provided professional support to drastically reduce this period to five months."

As a result, a significantly changed architectural plan was produced from the original proposal suggested by residents. The city focused on overcoming the closed nature of the existing large-scale apartment complex and restoring urbanity in Sanggye Jugong Complex 5. What was once a single massive block will be reconfigured into several smaller blocks, with shared living alleys connecting the blocks to the surrounding area. Convenience facilities such as daycare centers and playgrounds, which local residents can use together, will be placed along the streets. Additionally, considering that 85.7% of the total households are existing tenants and the proportion of 1-2 person households is gradually increasing, various unit sizes will be actively introduced. Currently, all units in this complex are 31㎡ (exclusive area).


After reconstruction, Sanggye Jugong Complex 5 is expected to become a 996-unit complex with a maximum height of 35 floors, including 152 rental housing units.


Seoul City anticipates that by 2030, 56% of apartments in Seoul will reach their maintenance period. Accordingly, the city plans to expand the application of the Urban and Architectural Innovation Plan to major pending project areas affecting urban space, as well as public redevelopment and public reconstruction projects. The Urban and Architectural Innovation Plan is a project promoted by the city with the aim of "breaking away from the monotonous apartment republic and creating a new future landscape." It reverses the current process where private entities establish reconstruction and redevelopment maintenance plans and then undergo review by the Seoul City Urban Planning Committee, by having the city provide maintenance plan guidelines and be involved from the beginning.


Kim Seong-bo, Head of the Housing and Architecture Headquarters, said, "Seoul-type reconstruction strengthens public aspects such as public contributions of land and buildings, opening of community facilities, and buildings contributing to urban landscape. We will actively promote Seoul-type reconstruction that improves the quality of residential environments through public planning, even in reconstruction projects that are strongly private in nature."
