Busan City (Acting Mayor Byun Seong-wan) announced on the 20th that it will conduct the "2021 Public Institution Employee Integrated Written Examination" in May to enhance the fairness and transparency of recruitment at public institutions and strengthen recruitment promotion.
The total number of recruits in the first half of the year is 245. By institution, the numbers are ▲Busan Transportation Corporation 160 ▲Busan Urban Corporation 15 ▲Busan Facilities Corporation 23 ▲Busan Environment Corporation 41 ▲Busan Medical Center 3 ▲Busan Design Promotion Agency 2 ▲Busan Technopark 1. The final number of selected candidates will be confirmed and announced in the recruitment notice in April.
The integrated recruitment system for public institutions is a recommendation from the Ministry of the Interior and Safety, where the city supervises the written examination process together, instead of each institution conducting separate recruitment procedures.
The purpose of this system is to establish a fair and transparent recruitment process while providing comprehensive information in advance so that job seekers can easily view the recruitment status at a glance.
Public institutions that are not well known to citizens will also benefit from the integrated recruitment system by promoting the institutions and discovering hidden talents.
The integrated recruitment targets new and experienced regular employees, while special positions such as fixed-term workers and master's or doctoral-level researchers will maintain their respective institution-specific recruitment methods.
Busan City has introduced a unified recruitment procedure and publicly announced the integrated recruitment system.
First, an integrated recruitment website will be established for application submissions. On this site, applicants can view the list of recruiting institutions at a glance, check recruitment announcements by institution, and submit applications. However, multiple or duplicate applications are not allowed, so examinees must accurately check the eligibility criteria for each institution.
Second, the written examination will include common subjects such as the NCS (National Competency Standards) basic vocational skills assessment and major subjects reflecting the characteristics of each job series. Currently, most institutions select the NCS basic vocational skills assessment and major subjects as written exam subjects, and to prevent confusion among examinees due to the first implementation of the system, most existing exam subjects and eligibility criteria will be maintained.
The selection ratio for written exam passers has been improved to allow institutions to select a reasonable ratio within a range of up to four times the number of positions.
Third, an online personality test will be mandatory for those who pass the written exam. Before selecting talents who will play a public role, the personality test will be conducted mandatorily to assess basic personality traits and organizational adaptability necessary for job performance in advance.
Busan City will finalize the specific exam schedule after selecting a recruitment agency and carefully reviewing various internal and external factors such as the COVID-19 situation.
Byun Seong-wan, Acting Mayor of Busan, said, "We will strengthen the fairness and transparency of recruitment by transitioning from sporadic recruitment by each institution to a predictable regular integrated recruitment system, with the city directly supervising the written examination process."
