'Jobs for Youth'... Yongsan-gu Museum Training Experts for Employment

[Asia Economy Reporter Jong-il Park] Youth are in peril.

In 2020, the youth (ages 15-29) unemployment rate reached 9%, more than double the overall unemployment rate of 4% across all age groups. This is the worst situation since the IMF (International Monetary Fund) economic crisis.

Active support and efforts from both the government and local governments are required.

Yongsan-gu (District Mayor Seong Chang-hyun) is launching the 2021 Youth Employment Project, the "Youth Naeillo Project."

This is to provide more practical help to young people preparing for employment and entrepreneurship.

The main projects include ▲job experience internship programs ▲employment support programs ▲youth job creation subsidy projects ▲employment support linked to expert training ▲public-private cooperation job creation contest projects.

The job experience internship program supports young people in gaining job experience in their specialized fields by utilizing their majors and skills. It has prepared a museum expert training course and a youth workplace experience program.

The museum expert training course targets 8 young people aged 18 to 39 (Seoul citizens).

Workplaces include the National Museum of Korea, Yongsan-gu Office, and the Lee Bong-chang Activist History Hall.

Tasks include promotion and marketing at the National Museum of Korea (2 people), library operation support (1 person), children’s museum exhibition and education support (1 person), exhibition design support (1 person), support for the construction of the Yongsan-gu History Museum (2 people), and operation support for the Lee Bong-chang Activist History Hall (1 person). The work period is from March to December, and wages apply the Seoul living wage (hourly wage of 10,710 KRW).

Those who wish to participate must submit an application to the district’s Job Economy Division or Regional Policy Division by the 29th. The district will announce successful candidates at the end of February after document and interview screening.

The youth workplace experience program will be held from July to November. It offers 5 young people aged 18 to 39 the opportunity to intern at foreign embassies in Korea and related district institutions. Participating institutions will be recruited in April, and participants selected in June.

The employment support program is divided into special lectures for job seekers, corporate exploration groups, and operation of job cafes.

Special lectures are held once a year tailored to each company’s recruitment type. The corporate exploration group will provide 40 young people with on-site visits twice a year in cooperation with local companies.

Job cafes operate one each at Yongsan Electronics Market and Yongsan Dream Tree Complex. Opening hours are adjusted as needed according to the COVID-19 situation.

The youth job creation subsidy project is a matching project funded by national, city, and district budgets. It is managed by the district’s Finance and Construction Division (supporting training and employment placement for local civil engineering experts), Architecture Division (supporting internships at architectural offices and construction sites), and Job Economy Division (creating jobs for SMEs and SNS marketing experts).

Project executing organizations will be gathered in March, and participants selected in May and June.

The expert training course linked to employment is conducted jointly by the district and the Korea International Trade Association. It offers Smart Cloud (SC) IT Master (March to December) and Trade Master (January to March) courses for Yongsan-gu residents aged 18 to 39 to help them find jobs in related fields.

The district will fully cover the tuition fees with the job fund.

The public-private cooperation job creation contest project accepts applications from corporations and non-profit organizations, with the district providing operating budget support. The district recruited participating organizations last month, received a total of 9 projects, and will hold the Job Fund Committee at the end of this month to finalize support targets.

Seong Chang-hyun, Mayor of Yongsan-gu, said, “Our district has established the largest job fund in the country, totaling 12 billion KRW, which is used for customized youth employment-linked education and low-interest loans for start-up funds. We will mobilize all our capabilities to support the youth who are struggling due to COVID-19.”
