Heo Seok, Mayor of Suncheon, Emphasizes Citizen-Centered Administration in Preparation for Post-Corona Era
[Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] Suncheon City (Mayor Heo Seok) announced on the 18th that it will hold a major work execution plan briefing session over two days on the 18th and 19th to review and discuss this year's major policy (administrative) project plans.
This briefing session was conducted with a focus on collaboration and discussion by department to present the direction of city administration for this year, the fourth year of the 7th elected term, and to concretize the roadmap for city development, including the Suncheon-type New Deal project, preparations for the upcoming 2023 Suncheonman International Garden Expo, and the fulfillment of the 7th elected term pledges.
Detailed reports and Q&A sessions were held on a total of 317 projects, including the one director-one policy responsibility system (10 cases), new policies (34 cases), New Year's address-related (29 cases), 3E convergence Suncheon-type New Deal project-related policies (46 cases), pledges (37 cases), and major policies and current issues (161 cases). Intensive discussions were also held on ways to create tangible results that citizens can feel.
Suncheon City plans to focus this year’s city administration on three core values: economic administration, livelihood administration, and future administration, aiming to recover the real economy and discover policies that enhance citizens' happiness.
Key policies in the economic administration field include ▲full-scale operation of the 3E project, ▲the inaugural year for preparations for the 2023 Suncheonman International Garden Expo, ▲issuance of 100 billion KRW worth of Suncheon Love Gift Certificates, ▲development of Yeonhyangtteul and establishment of an urban high-tech industrial complex, ▲creation of the Suncheon plum rural convergence industry district, and ▲establishment of an employment safety net through creation of specialized jobs in Suncheon and development of a Suncheon-type startup ecosystem.
In the livelihood administration field, policies being prepared that citizens can directly experience include ▲reorganization of administrative and medical systems in response to COVID-19, ▲attracting domestic medical institutions to the Shindae district, ▲designation of a second phase women-friendly city, ▲public dementia-specialized daytime care facilities, ▲supply of 140 half-price rental apartments, ▲creation of a smart green city in Jangcheon-dong, ▲establishment of an intelligent water supply management system, and ▲implementation of fine dust reduction measures.
Key policies in the future administration field to seize the post-COVID new normal era include ▲promotion of the construction of Suncheon’s landmark new city hall, ▲discovery of mega projects, and ▲presentation of Suncheon’s future vision through regional balanced New Deal projects.
Suncheon City has refined the contents through frequent departmental discussions and expert consultations for this major work execution plan briefing session, and plans to proactively respond to the recovery of the local real economy by holding the briefing session faster than other local governments.
In particular, discussions were also held regarding the adjustment of schedules for 18 major events, including the opening ceremony of the East Asia Cultural City scheduled for the first half of this year, NEXPO in Suncheon, and the opening of Suncheonman Job World.
To prevent the spread of COVID-19 and block local infections, Suncheon City decided to postpone newly opened or inaugurated events such as Suncheonman Night Market, NEXPO in Suncheon, Suncheonman Job World, and Sky Cube by one quarter (3 months), and to proceed with individual events such as Suncheon Cultural Heritage Night and Children’s Day events in an untact (contactless) manner according to the circumstances of each department and office.
The international event, this year’s East Asia Cultural City project, will have its timing and implementation method decided through working-level consultations among the three countries.
Mayor Heo Seok of Suncheon said, “This year is both the year to conclude the achievements of the 7th elected term and the year to start preparing for the post-COVID era.” He added, “We will make this year a year focused on securing future growth engines to create new standards unique to Suncheon amid rapidly changing social conditions, while recovering the depressed local economy through proactive citizen-centered policy implementation.”
