On the 8th at around 2:40 PM, power outage reported; Dobong-gu departments mobilize... Rapid distribution of heat packs and Arisu water, safety accommodations provided for vulnerable groups after survey, full efforts to stabilize situation before midnight
[Asia Economy Reporter Jongil Park] Dobong-gu (Mayor Dongjin Lee) is making every effort to quickly resolve the large-scale power outage affecting 13 buildings and 910 households in the Jugong 18 Complex Apartments in Chang 4-dong, which occurred at 2:40 PM on the 8th.
The incident, presumed to be caused by water leakage and power outage due to damage to heating pipes from the non-operation of the senior center above the substation, has left the transformer soaked and difficult to operate normally in the short term.
Dobong-gu monitored the power outage situation in real time and established a disaster response headquarters within the apartment complex to respond on site.
First, all available personnel and resources from the district office and local community centers were mobilized to transport and distribute about 10,000 heat packs and 2,000 bottles of Arisu water to residents, working in cooperation with the management office to prevent residents from becoming unsettled, and broadcasting real-time updates on the situation at the site.
At the same time, the district office added additional safe shelters centered around nearby lodging facilities in addition to existing safe shelters, deployed welfare staff to identify vulnerable groups during winter such as the elderly living alone and households receiving benefits affected by the power outage within the complex, surveyed each household for safe shelter preferences, and currently transported 25 elderly living alone and 20 beneficiary households using district office vehicles.
They also continuously assessed the demand for additional safe shelter capacity and breakfast for users on site in real time, and proceeded with work to restore electricity and supply heating hot water within the complex.
A district official stated, "We are working to restore the essential heating and hot water supply by midnight. Since the transformer is soaked with water and difficult to operate for the time being, we are using large blowers for rapid recovery, and Korea Electric Power Corporation has installed temporary mobile transformers in each building to provide power."
Additionally, until the situation on site is resolved, Dobong-gu and related agencies and officials have been assisting residents by alleviating their anxiety and addressing daily life complaints.
Mayor Dongjin Lee of Dobong-gu, who visited the site to hear residents' voices on the day, said, "We are responding swiftly with related officials to prevent additional safety accidents caused by the cold wave due to the power outage, and the current situation will be restored as quickly as possible."
