Kim Sang-hee, Deputy Speaker of the National Assembly, Proposes Amendment to the Information and Communications Network Act on the 5th

Kim Sang-hee, Deputy Speaker of the National Assembly and member of the Science, Technology, Information and Broadcasting Communications Committee, announced on the 5th that she has proposed an amendment to the Information and Communications Network Act with this content.
Under the current broadcasting advertisement system, Article 73 of the Broadcasting Act obliges broadcasters and electronic billboard broadcasters to allocate a certain percentage of their programming to non-commercial public service advertisements. However, there are no legal regulations regarding the obligation to post public service advertisements on internet advertisements.
Deputy Speaker Kim plans to impose an obligation to post public service advertisements at a certain ratio on internet media through this amendment, thereby assigning social responsibility proportional to their revenue.
According to the "2020 Broadcasting and Telecommunications Advertising Expenditure Survey Report" submitted by the Korea Broadcast Advertising Corporation to Deputy Speaker Kim's office, the broadcasting advertisement market size decreased by 5.7% (214.1 billion KRW) compared to 2019, while the online advertisement market size increased by 11.5% (751.3 billion KRW) last year.
Deputy Speaker Kim emphasized, "As the proportion of the internet market in the current advertising market is gradually increasing, it is unreasonable to impose the obligation of public service advertisements only on broadcasting," adding, "Internet media must also fulfill their public duties in accordance with the changes of the times."
