Policy Preferences Divided by Political Orientation

[AKYUNG Poll] 31.2% of Seoul Citizens Prefer Private Reconstruction... Twice as Many as 'Gonggong Jutaek'

[Asia Economy Reporter Lee Ji-eun] In a recent survey, 31.2% of Seoul residents who participated preferred housing supply through private reconstruction and redevelopment. This figure is nearly double the 17% who favored the government's policy to expand public housing supply. This tendency was evenly observed across age groups and regions, with political orientation being the only factor influencing policy preference.


Ahead of the Seoul mayoral by-election on April 7, a poll asking about candidate suitability included questions on real estate policies that Seoul citizens want the city to pursue. 31.2% of Seoul residents responded that they prefer "activation of private reconstruction and redevelopment through deregulation." Following this were "expansion of public housing supply utilizing riverside roads along the Han River (17.7%)" and "reduction of property tax and comprehensive real estate tax (17.4%)." Preference for "easing financial regulations related to housing loans" was 16.8%.


The public housing expansion policy was most favored by the 40s and 50s age groups. The property tax and comprehensive real estate tax reduction policy showed increasing preference with age, with those aged 70 and above showing a 24.5% preference. In contrast, preference for the "easing of financial regulations related to housing loans" was higher among younger people and decreased with age.


By political orientation, supporters of the Democratic Party of Korea and the Open Democratic Party, as well as presidential supporters, preferred public housing over private reconstruction and redevelopment. However, conservative supporters of the People Power Party and the People Party, as well as progressive supporters of the Justice Party, showed a stronger preference for activating private reconstruction and redevelopment. This suggests that the ruling party's public housing development policy is mainly favored by its own supporters.


This survey was conducted on April 2-3 among eligible voters aged 18 and over residing in Seoul, with an overall response rate of 6.7%, totaling 1,006 respondents. The survey method was 100% mobile phone virtual number wireless ARS. The sample was extracted using weighted values by gender, age, and region based on the resident registration population as of the end of November 2020 from the Ministry of the Interior and Safety (cell weighting). The sampling error is ±3.1 percentage points at a 95% confidence level.
