Trend of Evaluation Results by Number of Participations in Safety Management Level Evaluation for Participants in Public Construction Projects (Provided by the Ministry of Land, Infrastructure and Transport)
[Asia Economy Reporter Chunhee Lee] The effectiveness of the safety management level evaluation for public construction projects has been revealed.
The Ministry of Land, Infrastructure and Transport disclosed the results of the safety management level evaluation for participants in public construction projects on the 31st, as part of the implementation tasks of the three major projects to protect citizens' lives (halving the number of deaths from suicide, traffic accidents, and industrial accidents).
The level evaluation is a system implemented since 2016 to evaluate and disclose the safety accident prevention activities of construction project participants to induce voluntary safety management activities. The main evaluation items include safety inspection activities according to the safety management plan, safety education, disaster prevention activities, and operation of safety systems.
This year's safety management level evaluation was conducted on 213 ordering agencies, construction project management service providers, and contractors participating in 176 sites. To raise awareness of safety accidents, the evaluation results reflected the number of construction accident fatalities to determine the grade. If fatalities occurred during the evaluation period, the grade was lowered by one step for every two deaths.
Among the 49 ordering agencies evaluated, the Seoul Metropolitan Government Urban Infrastructure Headquarters was the only institution selected as an excellent organization. In the construction project management service provider category, ▲Geonwon Engineering Architects Office ▲Kyungwon Engineering Architects Office ▲Dongnam ENC ▲Dongbu Engineering ▲Samwoo CM Architects Office ▲Suseong Engineering and six other companies were recognized as excellent companies. In the contractor category, ▲Shinsegae Tojeon ▲Kumho Industrial ▲Namyang Construction ▲Namjin Construction ▲Daelim Construction ▲Daewoo Shipbuilding & Marine Engineering Construction ▲Donga Construction Industry ▲Shindonga Construction ▲HDC Hyundai Development Company ▲KCC Construction ▲Hanjin Heavy Industries ▲Hwaseong Industry and 12 other companies were selected.
Analysis of the safety management levels of participants over four years (2017?2020) since the implementation of the evaluation system showed continuous improvement according to the number of times included in the evaluation target. Participants who were evaluated two or more times had higher average scores than those evaluated for the first time, and the average score increased as the number of evaluations increased. This is understood to be due to factors such as ▲increased interest in the evaluation system ▲improved understanding of evaluation indicators ▲recognition of the need for improvement by participants.

Lee Sang-joo, Director of Technical Safety Policy at the Ministry of Land, Infrastructure and Transport, said, "To ensure safety at construction sites, the safety management level of participants must be improved," adding, "Next year, we plan to secure the effectiveness of the system by simplifying evaluation indicators and reflecting accident fatality indicators."
