[Asia Economy Reporter Lee Chun-hee] Korea Land and Housing Corporation (LH) announced on the 28th that the winners of the ‘Public Offering Type Apartment Site’ announced last September were Hyundai Engineering & Construction Consortium (Group A) and Taeyoung Engineering & Construction Consortium (Group B) for Hwaseong Dongtan 2, and GS Engineering & Construction Consortium (Block 19) and Hanshin Engineering & Construction Consortium (Block 45) for Paju Unjeong 3.
This public offering was conducted for eight apartment sites within the metropolitan area housing development districts. It was implemented to prevent side effects caused by the previous lottery-based supply method for apartment sites, which led to excessive competition, and to promote building specialization and creative urban landscapes through excellent design proposals. In particular, to actively encourage social contributions by private companies, the social value evaluation criteria were expanded to 30%, drawing significant interest from related industries and local communities.
The Hyundai Engineering & Construction Consortium (Hyundai Engineering & Construction, Gyeryong Construction, Dongbu Construction, Daebo Construction), selected as Group A for Hwaseong Dongtan 2, features a nature-friendly design connecting rivers and forests. The theme is ‘Communication/Leisure, Health/Culture, Childcare/Care, Start-up/Education,’ proposing various services such as start-up mentoring linked with community complex facilities and a children’s English library.
The design proposal of Taeyoung Engineering & Construction Consortium (Taeyoung Engineering & Construction, Kumho Industrial, Shindonga Construction, Seoyoung Industrial Development) for Group B planned a skyline that preserves the mountain terrain, creating terraced gardens and deck parking lots. Along with community complex facilities, they proposed realizing social values through shared childcare, after-school study rooms, and youth start-up development centers, and also promised initial funding support for community operation.
Both consortia also introduced Zero Energy Grade 5 certification for all apartment buildings on the supplied apartment sites. Zero energy technology minimizes energy load by maximizing insulation performance and reduces energy consumption through the production of renewable energy.
The GS Engineering & Construction Consortium (GS Engineering & Construction, Kolon Global, Youngsong Construction) for Block 19 of Paju Unjeong 3 showcased creative designs they own, including the ‘Window Lounge,’ which will become a local landmark. They also announced plans to provide a total of 2 billion KRW in operational support funds over five years, along with various services such as after-school classes for infants and toddlers, a senior center, and car sharing.
The Hanshin Engineering & Construction Consortium (Hanshin Engineering & Construction, Jeil Construction, Sanha ENC) for Block 45 planned a house concept called ‘Worabl (Work + Life + Travel) House,’ where work, life, and rest coexist. They especially promised to build facilities such as after-school classrooms, start-up support centers, and shared childcare spaces accessible to all local residents, along with operational support funds of 2.96 billion KRW.
Meanwhile, LH plans to encourage responsible construction by restricting construction companies from participating in LH’s apartment site design competitions for one year if poor construction occurs on the supplied sites. An LH official said, “We deeply appreciate the many applicants who submitted various ideas to coexist with local communities,” and added, “We hope that new residential cultures will be born through this public offering.”
