[Asia Economy Reporter Park Jong-il] Seongdong-gu (Mayor Jung Won-oh) was selected as the best institution and received the Presidential Award at the ‘2019 Government Innovation Evaluation’ ceremony hosted by the Ministry of the Interior and Safety, held at the Regional Innovation Policy Office in Sejong City at 2 p.m. on the 21st.

Among 243 local governments nationwide (17 metropolitan and 226 basic local governments), Seongdong-gu was the only basic local government to receive the highest award, the ‘Presidential Award,’ achieving the honor for two consecutive years following 2018, a first in the country.

This evaluation was conducted by a professional evaluation team consisting of 22 members from academia and civic groups, and a national evaluation team of 204 men and women nationwide. It focused on 14 indicators across three categories: autonomous innovation, innovation performance, and innovation diffusion and public perception.

Seongdong-gu received excellent evaluations for its core policy of a ‘Smart Inclusive City,’ innovative administration involving direct resident participation, and innovative cases that can be expanded to various institutions.

Key examples include ▲the nation’s first ‘Hyo Sarang Health Primary Care Physician’ program for seniors aged 75 and older ▲‘Seongdong Safe Shopping District’ protecting the dreams of self-employed business owners ▲resident-led welfare blind spot resolution ‘Seongdong One Plus One’ ▲creation of a life-embedded CPTED safe village ▲sharing of the ‘Smart CCTV Video Monitoring System’ among Seongdong-gu, police station, and fire station ▲relocation of utility poles obstructing children’s school routes for safety ▲nation’s first open kitchen for delivery restaurants ▲digitization of contract documents ▲operation of the knowledge administration repository e-Seongdong Bogam ▲Seongdong Appropriate Technology Research Association, all recognized as policies differentiated from other local governments.

In addition, it received high scores for various innovative administrations across the entire district government and was recognized as an exemplary administration for other local governments and public institutions.

Jung Won-oh, Mayor of Seongdong-gu, said, “The basic direction of regional innovation is residents first and foremost. We believe this result comes from discovering various life-embedded policies that include changes and innovations residents can feel, and promoting smart technology tailored to the characteristics of our district.” He added, “Going forward, Seongdong-gu will continue to operate a trusted district administration that promises a ‘better life’ for all residents through innovation and inclusive administration.”
