Actively Discovering Creative Ideas to Promote Administrative Innovation and Enhance Resident Satisfaction
[Asia Economy Reporter Jongil Park] Songpa-gu (Mayor Park Seong-su) is accelerating administrative innovation by developing the nation's first big data-based 'Comprehensive CCTV Operations Management System' and obtaining a patent for it.
The district operates an 'Integrated CCTV Control Center' to protect residents' safety and property. A team of 23 personnel, including 4 police officers, monitors 2,743 CCTV cameras 24 hours a day to oversee crime prevention, child protection, park management, illegal dumping, and illegal parking.
However, the control center's operational tasks, such as locations and types of incidents and complaints, and maintenance needs, were manually handled in separate files, resulting in inefficiencies.
In response, district employees and maintenance companies analyzed the conventionally handled tasks, organized improvement measures, and after six months of effort, developed the 'Comprehensive CCTV Operations Management System' and jointly registered the patent (with a 5:5 share).
The 'Comprehensive CCTV Operations Management System' can handle all control center tasks, including ▲control duty logs previously recorded on paper ▲CCTV installation complaints processed via Excel ▲video information access logs ▲and recovery from malfunctions.
The accumulated big data generated during operations is displayed cumulatively on maps and can be utilized in various ways, such as ▲selecting new CCTV installation areas ▲identifying high-risk areas requiring focused monitoring ▲and improving blind spots in crime prevention.
Additionally, based on unified data, the speed of complaint handling has greatly increased, significantly enhancing work efficiency.
Wintus System, which co-developed the system, plans to commercialize the product and sell it to other local governments needing CCTV operation improvements. Accordingly, Songpa-gu can also expect non-tax revenue through profits or patent sales.
Park Seong-su, Mayor of Songpa-gu, stated, “The competitiveness of local governments comes from the work capabilities of their employees,” and added, “Based on this patent acquisition, we will actively encourage creative idea proposals and do our best to achieve administrative innovation and improve resident satisfaction.”
