[Asia Economy Honam Reporting Headquarters (Jeju) Reporter Park Chang-won] Kim Hwang-guk, a member of the Jeju Special Self-Governing Province Council's Culture, Tourism, and Sports Committee (People Power Party, Yongdam 1·2-dong), received a Merit Award (Minister of the Interior and Safety Award) at the '3rd Korea Local Government Accounting Awards' ceremony held on the 8th in recognition of his contributions to the development of the double-entry bookkeeping accounting system.
The Korea Local Government Accounting Awards have been discovering, selecting, and awarding exemplary cases with accounting transparency and financial management efficiency, focusing on the financial reporting responsibilities of local governments since 2018.
Kim Hwang-guk, who received the Merit Award presented by the Minister of the Interior and Safety this year, has been recognized for his continuous legislative efforts to improve Jeju Province's financial management while serving as the vice-chairman of the Jeju Provincial Council's Special Committee on Budget and Accounts (2018?2019), chairman of the Settlement Inspection Committee (2019), and a member of the Special Committee on Budget and Accounts (currently in 2020).
In particular, during the council's budget approval review process, Kim consistently emphasized the importance of feedback in financial execution through the analysis of financial statement indicators. Since 2018, the analysis, utilization, and disclosure of Jeju Province's financial statement indicators have been conducted, and through the revision of the Jeju Special Self-Governing Province Financial Management Ordinance, he has led institutional improvements for performance-oriented financial management, such as expanding the scope of financial analysis and strengthening the management of financial management reports.
Additionally, by actively working to identify administrative improvement requirements and exemplary cases during settlement inspections, he has been recognized both internally and externally for contributing to the effectiveness of settlements, the development of the double-entry bookkeeping accounting system, and the improvement of provincial financial management.
Kim stated, “Enhancing the soundness, efficiency, and transparency of Jeju Province's financial management to improve financial performance ultimately connects to improving the quality of life for residents. Therefore, I will continue to devote myself to legislative activities aimed at improving local financial management in the province.”
