[Asia Economy Reporter Song Seung-yoon] As the full-term release of sex offender Jo Doo-soon (68) approaches in one week, public anxiety is growing. The Ministry of Justice and related agencies are busy preparing measures for the day of release and post-release management.


Jo Doo-soon is scheduled to be released on the 12th. Although the media initially reported his release as the 13th of this month, the exact date is the 12th. On the day of release, Jo Doo-soon is expected to leave the prison wearing an electronic ankle bracelet. Typically, released inmates leave around 5 to 6 a.m. on the release day, but the exact time of his release is still uncertain.


It is also reported that decisions regarding whether he will immediately move to his residence and the method of transportation have not been finalized. Since he will be free after release, related agencies are considering various options.


Jo Doo-soon will be required to wear the electronic ankle bracelet for seven years after release. He will also be under 24-hour one-on-one close surveillance by a designated probation officer. Jo must report his movement routes and living plans weekly to the probation officer. The probation officer conducts unannounced daily visits to check compliance with the living plan. The local police station operates a response team to monitor him closely 24 hours a day in preparation for any situation.


After release, Jo Doo-soon is expected to move to a different apartment rather than his original residence. His wife reportedly left their apartment in Ansan City and submitted a relocation report to another local community center. Accordingly, the police and Ansan City have partially revised their crime prevention measures for after his release.


Meanwhile, on October 16, the prosecution submitted an additional request to the Suwon District Court Ansan Branch regarding Jo Doo-soon’s release, including special compliance conditions such as a ban on drinking above a certain blood alcohol concentration (0.03%), prohibition of approaching victims and child protection facilities, and restrictions on going out during late-night hours. The court is expected to decide next week whether to accept these conditions upon his release.
