[Asia Economy Reporter Kim Heung-soon] The Personal Information Protection Commission announced that the 2021 budget was approved by the National Assembly plenary session on the 2nd, finalizing at 36.8 billion KRW.
First, 7.78 billion KRW was allocated for personal information protection enhancement projects, and 7.89 billion KRW for personal information leakage and misuse prevention projects. Through this, the plan is to strengthen personal information infringement prevention and on-site inspections, improve related laws and systems, and raise awareness of personal information protection to establish a personal information protection system that the public can trust.
There are two new projects: safe data utilization and training of technical development experts. For safe data utilization, 1.46 billion KRW was allocated to build the 'Pseudonymized Information Integration Support System' to provide technical support for pseudonymized information integration and support for integration specialized institutions, develop an artificial intelligence (AI) assistant to support data subjects' exercise of rights, and establish a communication platform between information processors and data subjects.
An additional 300 million KRW was allocated to the Pseudonymization Technology Center project to ensure the rapid establishment of the pseudonymized information system introduced by the amendment of the three data laws (the amended Personal Information Protection Act, Credit Information Act, and Information and Communications Network Act). This project involves establishing and operating centers that provide pseudonymization solutions and equipment through local government competitions so that startups and small and medium-sized enterprises can perform pseudonymization.
Technical development and expert training projects aim to create a foundation for research and development of new personal information protection technologies and to train personal information protection experts for fostering and utilizing the big data industry in the era of the Fourth Industrial Revolution. A total of 1.4 billion KRW was allocated for next-generation personal information protection technology development support, operation of specialized courses on pseudonymization and anonymization processing, and operation of personal information protection expert training courses.
The Personal Information Protection Commission stated, "Through next year's policy projects, we will actively strive not only in existing protection tasks such as supervision and investigation of personal information management practices but also in the safe utilization of data, achieving the Commission's vision of 'Safe Personal Information, Trusted Data Era.'"
