[Asia Economy Reporter Yoo In-ho] From now on, half of the special apartment supply quota in Sejong City for employees of relocated institutions will be preferentially allocated to non-homeowners. This measure is interpreted as a response to concerns over preferential treatment for public officials amid the recent surge in apartment prices in the Sejong City area.


The Administrative City Construction Agency announced on the 1st that it will promulgate and implement the "Improvement Plan for Detailed Operation Standards of Special Housing Supply in Happy City" as of the same day.


Accordingly, the special housing supply system for employees of relocated institutions in the new town of Sejong City will be reorganized to focus on non-homeowners. Previously, both non-homeowners and one-homeowners could receive housing allocations, but from now on, 50% of the special supply housing will be preferentially allocated to non-homeowners.


Even if a one-homeowner wins the remaining quota, they must dispose of their existing home within a certain period.


Starting next year, teachers working at newly established kindergartens, elementary, middle, and high schools will also be excluded from the special supply target. The Administrative City Construction Agency explained that since teachers are already aware of their work within Happy City, and new hires or transferees of other special supply target institutions have also been excluded from the special supply since January, this decision was made considering fairness issues.


The agency plans to reduce the special supply ratio for employees of relocated institutions and advance the reduction schedule. Accordingly, the original special supply ratio for relocated institution employees, which was ▲40% for 2021-2022 and ▲30% from 2023 onward, will be reduced to ▲30% in 2022 and ▲20% from 2023 onward.


Additionally, the regulation that allowed requalification if one moved to a newly established special supply target institution even after the qualification period (5 years) ended will be changed so that qualification is limited to once per individual going forward.


The special supply system in Happy City was initially introduced to encourage early settlement of employees of relocated institutions, but recently, as discussions about relocating the administrative capital in the political sphere caused housing prices in the area to soar, controversy over preferential treatment arose.


Kim Bok-hwan, Director of Urban Planning at the Administrative City Construction Agency, said, "We will continue to strive to make the special supply system meet public expectations through system improvements such as enforcing a maximum 5-year mandatory residence and an 8-year resale restriction."
