Consultation with Relevant Ministries, Public Institutions, and Private Sector
Selection of 7 Cases in 5 Major Areas
[Asia Economy Reporter Kim Heung-soon] The Personal Information Protection Commission held the "2nd Pseudonymized Information Integration System Council" on the 30th with related ministries.
Following the amendment and enforcement of the three data-related laws, including the Personal Information Protection Act, on August 5 to promote the utilization of data, a key resource in the 4th Industrial Revolution era, the Personal Information Protection Commission has been preparing policies and conditions related to pseudonymized information and integration to enhance data utilization through cross-industry data linkage and to create new added value.
Additionally, to ensure consistent implementation of personal information policies and pseudonymized information integration policies and to facilitate consultation among related ministries, the Personal Information Protection Policy Council and the Pseudonymized Information Integration System Council were established.
At the council meeting, they discussed pilot project promotion plans to discover practical cases of pseudonymized information integration in the early stages of system implementation to increase public benefits and support the activation of the data economy.
The Personal Information Protection Commission, through demand discovery and prior consultations with related ministries and public institutions, selected seven pilot cases in five major fields: ▲Medical + Population ▲Finance + Veterans Affairs ▲Income + Welfare ▲Telecommunications + Distribution ▲Leisure + Health.
One pilot case promoted by the National Cancer Center integrates treatment details by cancer type with survival status and causes of death of cancer patients to analyze the effectiveness of anticancer drug treatments and risk factors for death by cancer type.
A pilot case promoted by the Korea Internet & Security Agency integrates spam report information with telecommunications subscriber information to study spam sender behavior and utilize the results of illegal spam behavior research to refine spam detection technology and improve spam-related systems and policies.
The Personal Information Protection Commission launched a task force (TF) for pseudonymized information integration pilot cases with related ministries and institutions to expedite the pilot projects and achieve results. Going forward, subcommittees will be organized and operated for each of the five pilot fields.
Choi Young-jin, Vice Chairman of the Personal Information Protection Commission, stated, "The pilot cases discussed today will serve as a stepping stone to demonstrate the practical applicability of the pseudonymized information integration system, which is just taking its first steps, and increase public awareness." He added, "We will strengthen collaboration with related ministries, actively discover various leading cases through diverse opinion gathering including communication with the field, and continuously expand them."
