On the 30th, the Anti-Corruption and Civil Rights Commission announced that it recommended a total of 83 improvements, including this matter, to each institution after conducting a corruption impact assessment on the regulations of 14 public institutions in the tourism and leisure sectors, such as Kangwon Land and Korea Racing Authority.
According to the Commission, the Act on Shared Property allows a reduction of up to 30% in lease fees when lending on-premises property for civil servant welfare purposes, but most public institutions were found to provide it free of charge after board approval.
The Commission pointed out that there are many cases where rent is waived, which could result in preferential treatment for tenants. For example, operators of cafes and other businesses located for the welfare of public institution employees could receive excessive benefits.
Accordingly, the Commission improved the lending of property for welfare purposes from an exemption to a reduction and limited the criteria for rent waivers to public interest purposes such as support for residents in disaster areas.
