[Asia Economy Reporter Kim Dong-pyo] The National Intelligence Service (NIS) stated that "North Korea is showing a cautious attitude toward Joe Biden's election as the President of the United States."
On the 27th, at the National Assembly Intelligence Committee's full meeting, the NIS reported, "Usually, the results of the (U.S. presidential) election are reported within 10 days, but this time, there have been no related reports in Rodong Sinmun or other state-run media," according to Kim Byung-gi, the ruling party's secretary from the Democratic Party of Korea.
Rep. Kim said, "North Korea is instructing its overseas missions not to provoke the U.S. and warns that if any problems arise, the respective ambassador will be held responsible," adding, "There are orders to be extremely cautious with statements."
The NIS also noted that North Korea is showing anxiety about the personal rapport established during President Donald Trump's administration becoming useless and having to start anew from zero.
The NIS stated, "There are talks that it might return to the strategic patience of the Barack Obama era," and "On the other hand, unlike during Trump's time, a systemic approach is expected, so there is some hope for a summit as President Biden mentioned a meeting with Kim Jong-un."
Regarding the 'systemic approach,' Rep. Kim explained, "It means not a unilateral 'top-down' method like President Trump's style, but a 'bottom-up' approach through reviews by bureaucrats and policy research."
Rep. Kim added, "North Korea continuously expects North Korea-U.S. talks rather than inter-Korean dialogue."
The NIS also reported that the 8th Party Congress, which North Korea announced it would hold early next year, might be delayed due to quarantine issues and other factors.
The NIS stated, "North Korea plans to hold a military parade again at the 8th Party Congress, which is interpreted as an intention to demonstrate military power to the new U.S. administration."
