Ministry of Land, Infrastructure and Transport Designates Korea Expressway Corporation as Pseudonymized Data Integration Specialist Institution

[Asia Economy Reporter Yoo In-ho] The Ministry of Land, Infrastructure and Transport announced on the 24th that it has designated Korea Expressway Corporation as the specialized institution for pseudonymized information integration in the land and transportation sector.

Pseudonymized information refers to information processed in such a way that personal data cannot identify a specific individual, according to the Personal Information Protection Act. It can be processed without the consent of the data subject for purposes such as statistical compilation, scientific research, and public interest record preservation.

The specialized institution for pseudonymized information integration supports the safe and efficient integration of pseudonymized information to promote public convenience, such as private service development and policy utilization. It securely integrates the pseudonymized information requested by institutions wishing to combine data, anonymizes or pseudonymizes it so that the data subjects cannot be identified, and then delivers it.

Recently, demand for the use of pseudonymized data has surged in various industries such as big data and AI. In particular, with the revision of the Data 3 Act, expectations for the utilization of pseudonymized information have increased. The Ministry of Land, Infrastructure and Transport explained that it promoted the designation of a specialized institution to facilitate the use of pseudonymized data in the land and transportation sector and to revitalize the data industry.

Considering that the system is in its early stages, the Ministry prioritized designating a specialized institution by reviewing public institutions under its jurisdiction with high social trust.

Korea Expressway Corporation operates the National Transportation Big Data Platform Secretariat, established to revitalize the data economy, collecting and distributing various transportation-related data (215 types in 4 categories) from 13 private and public institutions.
